Since Nomads are a closed faction (or am I living in the past?) give Nommies the cloaks for free.
I'm not saying those Nomad trails should have them, I say the official Nommies should have them, on all ships.
The fuel is a bit of a problem for them, looks like either a new commodity is required or something else. I can suggest a name for the Nommie fuel, let it be "Biomass" to indicate it's organic origins.
I would not mind cloak being available for a fair price on their base, of course it does open the door for some abuse to do it this way.
Another way is to raise the price for vessels to account for cloaks.
They could be added to existing ships with an account price deduction by secret admin power since there are not too many right now.
All up though I believe that the dev/admin team, one of them, decided last mod to move away from giving closed factions better tech or other advantages like this to just leave their RP as what makes them different from normal factions.
All the nommie ships should have cloaks, but should definitely take fuel. It can cost 0cr, just has to have a limit. Maybe give it an ammo item so it can be autobought for free. If not, just allow nom ships to /cloak - morph too.
Umm... Liquid Cardamine could work like fuel. NOT FUEL exactly - but like energy, if they run out of these, they get tired and cant cloak without extra energy, the Liquid Cardamine. Just a suggestion.

Dunno what the buy price is for Liquid Cardi on nom bases is, but make it somewhat similar to the buy prices for H-fuel\MOX at their cheapest. Since Liquid Cardi doesnt go stale (perish), balance the cloak consumption rate with that.
Make nomad cloaks equipment sold on Nom bases, FLhook it so that it cant be installed on nomad trial ID's - as for installing it on stuff other then nomad ships, I don't see an issue with that - let Wilde use them. However, just make the consumption rate for standard fuels outrageously crazy, or just not work with regular fuels period.
What Dane and Knjaz said makes the most sense thusfar. Especially Dane's expanded explaination on it. But I dunno if they're gonna be able to find the time to do it as last I heard the Devs were steaming towards .87 and trying to get it released ontime.

Don't give them any excuses, as a professional programmer something like this takes two seconds to do.

But seriously Puv, they DON'T just work on Discovery, there is also Real Life issues, other games they play and God knows what else that could keep them from doing this in 'two seconds'. They're not Gods, they're human beings.
