I dunno - Vierlande is a political prison, and the thing about political prisoners is often they're willing to die for their cause. They might not fight even on pain of death, or they might stab the RM in the back and maybe kill a pilot before they could be put down.
I do like the concept of the Libertonians doing it though. Maybe the Navy could pay the LPI a fixed rate 'bounty' for each pilot they take.
I can't see these people being given top notch military fighters though. In RP it'd probably be Defenders, but they suck, so I'd understand if you wanted to use the VHFs instead.
How about Hammerheads? They have decent armor and powerplant, but can't mount lvl10 guns. Restrain them from mounting anything but starkillers, and you have it. Also, for the tags, I'd go with the respective unlawfull ones, or the LN or LSF, whichever goes there. As for the guns, civillian ones + all they can salvage while in action, as well as for the equipment, unless they pick up something really high end, such as Novatorp, which would be immediately taken away by the Navy.

In fairness, all of the Rheinland unlawful groups, who must make up the vast majority of Vierlande, have been fighting the LN willingly.
Crime: Disobeying a direct order, murder.
Sentence: Death by any appropriate means.
Brief:
John Reisman used to be a perspective lieutenant. He was a hot headed young pilot, always ready to disobey an order if he thinks it's wrong, without thinking of further implications of his actions.
Crime:
During a classified operation in Alaska system, he was ordered by his superiors to attack an Order patrol while in combat conditions against the Nomad incursion. He disobeyed, and instead took his wingman and himself against the Nomads, afterwards ignoring Order personell. When he got back to base, he was attacked his superior, killing him with the metal bar chair in a short fight that happened during is questioning and debriefing. He is currently on death-row, waiting to be executed.
