I was not in Kusari ever, I know that Hogosha is my enemy, but I met Hogosha player in Omicron once, and he was not hostile to me. There is difficult to meet hogosha npcs to fix this issue. It looks like Hogosha is some kind of virtual enemy, who we know they are enemy, but we never meet them because of they operate on the completely different ZOI.
I was actually thinking about that , since my delicate rep keeps getting all screwed up and I need to take some.

Yes that is completely true. The Hogosha are like the Yakuza, a Japanese mafia. They view the Junkers as their only real competition in Sirius and since the Hogosha also have the superior Kusari attitude, they hate the Junkers for two reasons.
One, competition.
Two, foreigners that bring foreign influence and foreign criminal elements into Kusari.
Remember too that the Hogosha and their benefactors Samura control much of the Kusari government through bribes, extortion, blackmail, etc. So a Junker would have no refuge at any Kusari bases as the base officials would push you out the nearest airlock to avoid problems with the Hogosha.
The only Kusari faction that really doesn't mind foreign influences are the GC, so they would probably be the best ones to get close to if you want somewhere to dock in Kusari.
Otherwise, if you're willing to RP things out in Kusari then welcome! I get many Junkers in Kusari that have absolutely no clue how things work there, they just march through thinking they can smuggle cardamine, or anthying else for that matter, through Kusari and there will be no repercussions. Then when challenged by myself or other Hogosha they respond with "You are not police, you can't stop me!". Then I show them my authority to stop them by blowing them out of their cockpits (lots of guns = authority).

Yes they are, but it's not an option for docking. Still illegal for Junkers.
Kishiro skirts the edges of Kusari law and tradition but they can't actually cross the line. They are still a core Kusari corporation and must therefore follow the mainstream. If they were caught allowing Junkers in their bases it would go badly for them.

Not always, right now is worse than normal. Most of the Black Dragons are away right now, several cant get to their PC's, I have been working like crazy so I haven't been able to get in game as much...
So yeah, recently things have been a little more slow in Kusari. I for one starting Monday will have a much lighter schedule so I'll have a lot more game time. It "should" help with even just me playing, as when one person gets active (no matter who it is) other people start joining in the fun.
As far as the Black Dragon Society goes, we've got some things in the works to help up our numbers and activity. So if all goes well we'll be far more active soon.

Deshima doesn't seem like a good thing due to the Kishiro manufacturing and such there. While nominally a BHG base, it has a lot of other presences on board, too.

The Hawaii offers anti-Hogosha missions. Yanagi really should, but I don't think it does. Just don't stay too long, lest you get stabbed in the back walking the halls.

No. This is because the "war" between the Junkers and Hogosha is really underground. By this, I mean it's done by smuggling, mercenaries, and underhanded tactics, much like every other Kusari rivalry [should be]. Very little is actually done in Kusari directly by the Junkers. In fact, most of it is done to try and steal the artifact trade, in which spot the Junker actually rely on the Hogosha (vanilla route was Corsairs --> Hogosha --> Hackers --> Rogues --> Junkers).
In reality, Junkers shouldn't really go into Kusari on a regular basis. It would be like the medieval French trying to sell the English arms, no Englishman in his right mind would ever buy French arms. Because of the huge amount of propaganda put out by the government (Hogosha), no one really trusts Junkers. As such, the Junkers can't just fly in and sell stuff, like game mechanics allow, but they have to subtly gain trust in Kusari markets. How they choose to do this is a fine question, but the Junkers should not be blatantly attacking Hogosha. It's really not how the war of the mafias was originally made to be played out.
