And why not Dab? Why the Hell should a faction be placing blanket bounties that apply outside their ZoI? Why would a faction care about x pirate when x is in y's territory? They wouldn't, and they /shouldn't/. If you want someone killed outside your ZoI you post a specific bounty against them. Easy. As. That.
The bounties are based upon ZOI. It's just the ZOI of the Pirate or the person with the bounty being placed upon their head, that's all. :)

I thought I had typed out a nice response on this subject, and I realized that I did - about 8 posts up. If the pirate or person that has irritated you is in your ZOI, you don't need a bounty to deal with them - you can do that yourself. But since the pirate may be haning out at his evil pirate lair halfway on the other side of Sirius and not knocking at your front door right now - you still want him to suffer and pay for the anguish and distress he's caused you. So you post a bounty to make sure that he can't get away with what he's done, and justice will be served (cold - it's always best served cold).
It is quite acceptable to put limits on a bounty - say, you want all Corsairs operating in Omega-3 to die. That's cool - they're interfering with Aland Shipyard operations. But ... doesn't it also make sense to kill them in Omega-7, Omega-5, Cambridge, and everywhere else, too, so that they CAN'T interfere with your operations in Omega-3 since (in a wave at realism) it's sort of hard to bug you when they're dead?
And if it's on a specific person - let's say, Phate (for example, even though I haven't seen him around for a while) - you don't care WHERE he dies, just so long as he dies.
