Ok , let me rephrase that, all PIRATE gunboats are NOT warships. If you look at a MILITARY faction , every ship will be a "warship". The Rogue GB wasnt exactly designed to fight the military , it was meant to be used in pirating. ( if im wrong , please do show me proof and call me an idiot... meh , its 2am anyways).
Gotta bear in mind there are a bunch of pirate factions who have no ZoI outside house space, but have gunboats on the ID (e.g. basically all house pirate factions except LH LR and Unioners).
Don't see any basecamping myself (don't play in liberty) but I have no problems with beefing the turrets up.
From the flipside (my gunboat experiences in various places), cruiser missiles from invisible NPC patrols are -really- annoying; and those patrols range out quite some distance in some places. The reason they are annoying is that gunboats have to spaz out to avoid them (I've tried shooting them down, it doesn't usually work). While battleship missiles are overkill and will never hit a gunboat worth it's salt, cruiser missiles do enough damage to make a point and are usually reason to withdraw- or at least tip the odds so that a pair of fighters, an SHF, or a reasonably armed transport can really mess you up. Cruiser missiles mean that other ships have to keep moving, too- if a lucky pulse cannon or NPC takes your shields off, a cruiser missile will blow up any snub ship.
As I recall, battleship NPCs lost their missiles so that they wouldn't fling them at unsuspecting cap fliers while out of sight range. Why not do the same to cruiser NPCs, and give them to bases? They can keep GBs at a fair arm's length (roughly 3.5k, at least) and if the GBs are further than that then you have time to make a decision. Do you turn around, go another way, or take your chances? Those choices are the same as if you see an enemy ahead of you in a tradelane, and should usually be an option for when you undock in most places. The GBs could take their chances and move in once prey undocked, but their prey would be able to influence the scenario to a reasonable extent.
Does that sound reasonable? I'm kind of going out on a limb here, but from my experience I think it would significantly cut down on base-camping style activities, and I can't see any serious drawbacks. Fights on top of bases should be strongly tipped in the favor of the defender, and in places like Liberty the terrain doesn't matter much right now.
EDIT: Just to be clear, I'd like this done across the board. Base-camping can be a real problem for everyone, and everyone should have a defense against it.

What I really get tired of is seeing yet another anti-pirate-paint-them-into-a-corner thread. Pirates are THE most strictly controlled group on Discovery. There are more rules LIMITING what a pirate can and cannot do than any other role play character type. Not to mention every single trader out there's gotta post some anti-pirate thread about how THEY think a pirate should act. I'd love to give you a complete list of what I'm talking about but the list would be too long.
PS: Whenever someone starts out with "I don't want this to be a flame fest" ... its too late ... if I had a credit for every flaming-anti-pirate thread there was on these forums, I'd never have to trade or smuggle again.
BTW ... a new anti-pirate thread pops up on a nearly daily basis.

Oh my...if you'd read my post, you would have noticed that i do not want to change anything, neither server rules nor game mechanics...i just wanted to talk about this topic with everyone involved. I am not saying that i am right, wrong or anything else. I just shared my thoughts with the community, if i am mistaken in some way, i bet i will be corrected.
As for your "two weeks and so on..." if some people here keep shouting "shut up and get lost noob!" this server will be deserted pretty quick.
West Point is, in fact, a Military Academy. Of course, we need somewhere to train the more advanced recruits, so the pirate camping around there actually saves on costs for us. Not that it poses even the recruits much of a challenge :/
Disregard what Baltar said about Pirates being the most strictly controlled. The bias smells of paint chips. Lead ones.
While he did not choose the most graceful of words, he does have a point. Pirates need to pirate -somewhere-. While they should not be running around rampant in Tridents everywhere, I have no problem with the ones who actually use them to pirate. It's the terrorists that annoy me.

I'm perfectly willing to listen ... but it gets real tiresome reading about how someone somewhere doesn't like being pirated for whatever reason. Pirates are ALWAYS the favorite topic of complaint here in Discovery. And everyone that complains about them come up with ideas on how to shakel them with server rules.
There's a thread here where a trader wants pirates to be restricted from using trade lanes and jump gates.
There's a thread here where a trader wants pirates to demand cargo and not credits.
There's a thread here where a trader wants pirates to be in fighters only.
There's a thread here where a trader wants pirates to be nice.
There's a thread here where a trader wants pirates to be limited to pirating the same vessel just once a day.
And now you want to keep pirates from pirating in house systems.
Bottom line is traders just don't wanna be pirated ... EVER.
