I'm not any happier about it than you are, I get irked by people flying faction aligned ships without matching IFFs. But there are ways this could happen, IFF glitch, accidental or idiotic use of /droprep (I'm leaning towards the latter).
i' have a indy lane hacker pilot who went and got a guard ID, but still use the standard LH IFF. sure i have full rep with the guard faction, but they're 5th or something on my rep list.
The reason i have behind it is so that i still show green to other Lane Hackers and LH allies who havent gone to the trouble of getting rep with the guard faction.
I know this is apparent in liberty where you might be in the upper neutrals with the LN, but many LN battleships are shown as hostiles(and dramatic music starts playing, ohno!) because of their affiliation with the LN guard.
infact i dont really need a guard ID, i just wanted something to show for my bajilion missions i did for them.

I did it because Zoner Guard shows as red to most and people pull me over more.
Not to mention on another one of my ships I shot Livadia accidentally, then my ZG reputation went down. So I kept shooting Livadia after it turned hostile.
Well, the zoner whale is the ship for a powertrader. Please feel free to buy one with a guard ID and take it to Kusari to powertrade. Profitable routes, and we need more activity in those parts.
If you need a guard ID - go to Freeport 6/Freeport 1/freeport 9, dock,
Go outside, blow the storage depots till you're FULL RED with the zoners. Kill yourself, then respawn on the freeport, then get a double bribe.

So now you have a bright flashy Zoner Guard IFF. Then you truck all the way to 74, having to ask questions and directions from "real" Zoners all the way, because you don't truely have a clue what Zoners are about, probably not even having read the regular Zoner ID you may or may not have picked up to make the trek..
Then once some sympathetic OSI or ZTC ship has guided your arse through the minefield, you slap on that shiney new Zoner Guard ID, probably not bothering to actually study it either, and head for the nearest Whale dealer.
