It's not quite that simple because of the tech chart. If you're not green to the owner of the base that is selling it, you can't just take it and fly it without a good reason. Well, I might be jumping to conclusions that this is the case.

In fact, forcing a specific level of reputation should be applied to ships, like with weapons. Maybe commodities too. I think this would solve a lot of problems.
The Border World fighters and Waran bomber (note that I didn't include the Falcata) have been established to be Border World ships, meaning anyone who operates in the Border Worlds could use them.
As for the Falcata, back in 4.84, it was established to be Outcast and Outcast-Allied only, but now, I think it's more of a Border World ship, since the admins tried selling it on additional bases. However, they didn't really establish it as Border Worlds well enough.
My Solution: Sell all Border Worlds ships on Freeports <strike>3</strike> 1, 6, 9 (maybe), 10, and 11 (maybe). I put "maybe" next to 9 and 11 because they're in Corsair territory.

The developers thought that putting it on the Bundschuh base is enough to establish that. It seems it isn't enough for the players' feelings, but it should be quite enough for a formal status. Selling them on Freeport seems fine, but I wouldn't really put it on those near Corsairs. Another thing is, do they have free selling slots for them?
First thing I'd like to point out is that Freeport 3 was meant to be Freeport 1 (I typed 3 because I was thinking of the Omega-3 System).
As for selling points, as far as I know, Freeport 1 and 10 are empty. I'm not sure about Freeport 6, but I would assume not.

Unless I'm mistaken, the Falcata will become Borderworlds in 4.86, with a new Outcast bomber somewhere. I think. I'm not the end-all be-all authority on this. I hope so though.

What else can we do? Anyone who wants a Border World bomber can't get one because a) the Waran is too ugly for them and b) the Outcasts will shoot you for using their Falcata.

Having a complete line of cap-ships but no own bomber is somehow weird...
And everyone using the falcata because they don't like the waran is the same issue like mercs using the taiidan in .84 because they didn't like the roc (and the waran).
