Seriously - read the bounty boards sometime. People are not unlawful or bountied in every single house. For example, a Corsair in New Berlin can fly right by a properly RP'd hunter and other than the exchange of insults, nothing else should occur.
Or perhaps you'd prefer that we eliminate the name-change option in the game? That way when a bounty is placed upon someone, they can't spend the 2 million credits and change their name, so the bounty isn't about them anymore.
Sorry, but you can't have it both ways - where pirates run amuck. Some of us actually PREFER running lawfuls and/or hunters. Other than my Harvester characters - which I run not a pie-rats, but as actually AI's trying to gather parts and seeking the Alpha code - I don't even HAVE any unlawful characters.

- checking the player list if any of em are even online
- if they are, flying through half sirius if you`re unlucky to reach em

as Ath said, hunters already have tons of paperwork to do. we`re the only ones who need to prntscn our targets before a fight. some pirates use that time to land a few suckerpunches. in a furrball, it becomes completely ridiculous. so please, give us a break, huh? same goes forfreelancers and mercs. they face the same crap.

Rogue is born -> Rogue gets a Bounty
Most of the Pirates dont even know there is a Blanket Bounty. So do most of the Indie Bounty Hunters. Currently it's "Oh hello Rogue, let me kill you for some money please." No thinking, no real talking. That even counts for the official Faction, in my opinion. Having a Bounty, on its own. Like Bounty placed on PirateX by TraderA or GovernmentB is much better.
What Hunter should collect Bounty for 200.000 Credits anyway? It's not even worth the hassle. Not everyone deserves a Bounty, others do.
A Bounty Hunter HAS to keep an Eye on the Bounty Board. If you dont, youre an idiot.

But then we need someone to actually do the bounty board. It wouldn't be bad, if -someone- would take that responsibility and make an in-RP topic here on forums. But that would need some ad in game so that people would really put those bounties on. So far I know about this but that doesn't seem to be kept up to date...
Case A : bounty on transport, you fly a bomber(naturally)
you: 'Well well, look what the cat dragged in. Seems I'm gettin' a paycheck'
1. He makes a run for it outta the blue. What should I do? RP with him while he gets out of range? After chasing him for 30 minutes + through all Sirius?
2 'Lolwut? By whom/Really?' - in this case go to 1/ he starts shooting ----> pvp situation with minimal RP, sadly.
Case B: bounty on figter/bomber/GB
Well, some will try to suckerpunch you while you're scanning, and if they know about the bounty on them, while you're typing giving details about the bounty. That happens in most cases, no matter how much you try to RP. Even a threat 'I could dock if I want to' makes you frustrated you wasted all that time chasing the dude, so that puts you on alert.

How did someone become a criminal? Let's look at the means by whioch you acquired a reputation as a criminal - the missions, the killing, the robbing. You don't think there are consequences to those actions? You mean every criminal in game has to have a bounty on the forums before they can be hunted?
I think your desire for a consequence-free world for criminal characters is a little out of place in a roleplaying game involving aliens and intergalactic drug dealers.
Here's what I think actually happened - you got killed by a bounty hunter and you're not happy. Rather than have the good grace to role-play a response, you want to make playing a hunter so much more of a pain and harder than it is for you to play a criminal. You actually want to require people playing a certain character to spend time on the forums, writing down names and indulging in what sounds more like work than a fun hobby. How about we make criminals only able to attack members of lawful organisations who have actually have a bounty on them on the forums? Or maybe you can only pirate someone from a pre-approved list of viable piracy targets on the forums and for particular cargo and only on certain days? Sound fun? No? So why should it be like that for others?

What I said to him above. Check the employment office. Players generate the content and gameplay. They update it. This is a hobby, played by people in their free time.
You want people holding your hand and doing stuff for you, start forking out dough to play here.
You want a consequence-free game, play chess against yourself.
