I understand where you're going with this, but for the love of Sandvich, please stop going on about EVE every post.
It's a good game, granted, but it isn't the end all of Ship based combat.
Anyways, why don't you start up a PVP Disco server and see how it goes? With the promise of these changes to come. If it does well, maybe it will work.

For those of you not familiar with EVE's game mechanics, here's how this MMO works. you start in a starter ship and have to progress to whatever you want. Now, for the pvp part, you lose your ship when you die. But never fear, because if your half way intelligent you have saved up MONEY to replace your ship OR you have another character who makes your money.
My death code doesnt reset your wallet to 0 and put you in a starflier, it puts you in a starflier at your last docked location with your current reputations as well as your current wallet. Therefore, if your half way intelligent, dying wont be the end of the world.
Also, the reason pvp in freelancer is so empty is that there is no risk:reward. The risk here is losing an expensive ship and having to rebuy it, but the reward will be taking control of space for your clan. I am working on a system where clan owners can take space and automatically make improvements on it.
I understand a lot of you guys find this an alien concept, but trust me from having played EVE for 2.5 years that it works.
ok so basically in an open PvP server where you can be attacked by anyone at anytime your making us trade for longer???? Transports die like nothing else and as we are working up we will have to save money for a few transports as well thus making the process longer and alot more boring.....seriously not worth the trouble.

Yeah, if you ask me this would be a really good idea, much like in EVE, and I think something like that should maybe be integrated with the current RP server. Mind you, I'm sure the Disco Modders have a lot on their plate already, and having been gone for so long, the game could be completely different to how I remember (which isn't much) and so I'll bow out of such conversations.
It's a halfway decent idea at the very least though, so persevere :)

Seriously, Masternerguy, you want to play Eve. You've told us that with every post. So why aren't you? I think that it's quite clear that while playing Freelancer, the vast majority of us would like to... play Freelancer rather than Eve. If you want to make an Eve-like mod for Freelancer, go ahead! I'd even be supportive and positive. Provided, of course, that you used the appropriate forums for it. As in, not Discovery RP 24/7 General Discussions, not Discovery Mod Balance, not Discovery Mod General Discussions, not Discovery Developers Forum, but rather the one designated for such non-Discovery things: this one, Freelancer Modding. There's a forum just for what you want to do. Please go use it.

So use the Freelancer Modding Forum. Not the general discussion forum for this particular server. There is a forum just for you and what you want to do, it just isn't this one. Please read the non-bold part of my post again.
Go play it, if you want to explore the mechanics. There are about 75 other people registered as players there, with the same interest in those mechanics. Pester them instead please.
