If you are deadset on mining, I don't see why you can't coordinate? Pool your resources and hire mercenaries to keep the system clean of caps for an hour or so, while you can all mine like bosses?
And if there is low/no RP before engagement, submit a sanction report. The admins might not side with you or look through your report properly, but if enough people file sanction reports on the same quiet or setmsg engaging pirate capital ship, sooner or later a sanction will happen.
In short I don't see what these problems really has to do with cap/snub/transport balance, when - as I see it - most issues can be circumvented by RP measures.
Problem is in game mechanics, transport even theoretically has no any chance against cruiser. Battletransport can destroy gunboat, but not cruiser. And as long as caps are allowed to piracy, there will be people abusing it, for killing transports in "true", RP environment. Pure malicious, as I said.

It looks you really aren't familiar with Rheinland, Mimir. If miners hire mercs to guard them, hessian crowd log on in few minutes and have fun from pewing. Same for RNC. If there's too many "RNC" tags in one system, there's almost 100% probability soon there'll be capgank party.
True, I am not very familiar with Rheinland. But I think it is very reasonable that a transport doesn't stand a chance vs. a cruiser. Also I think it is kinda cool that the Omegas are contested, and that it isn't easy to just go out and mine like crazy, ez-mode. If all miners in the Omegas set aside 10% of your accumulated profits for mercenaries, you would be able to fund an army while still making a fortune in the process. Or set up some sort of deal with the Hessians where you give them a cut.
EDIT: Even after all the troubles with the Hessians and whatnot, there must be a reason why you choose mining over trading? Aren't you still making a fortune?

Army of mercs to keep hessians away from miners... You don't know about what you speak... DHC did such thing in past, they paid RHA 100 M monthly, next month hessians demanded 200 M, so what, next fee would be 300? DHC broke agreement, and that was good move. But it's not about officials, it's problem with dozens of indies, how you'll organise them and pay, so they won't attack? It's impossible, many of them, barely speaking English, do it for fun from pewing everything what is marked as hostile/at war in hessian diplomacy table on wiki.
It's good Omegas are like in lore contested, "Die Krugar" isn't good. Every player is suppoused to have fun from Discovery, and it's fun in transport/miner vs. a lone snub fight, because there's chance to defend transport. TS,TZ, chainfire... There's not any chance for transport against a lone cruiser. Only possible sanction aftermath for "Die XYZ!"

It's not about me, I have both miner and trader chars, it's about game mechanics, as I pointed out above. But leave that hessian thing, it's kinda offtopic, although it's good example how cap piracy is used in Rheinland.

Piracy in cruisers didn't have a huge effect the last time around except the transports just didn't bother and paid/died. No RP. Theres no need for interaction as both parties know how it's going to go. If the trader dies/docks, he's off for four hours with some 'person' saying "//Haha...you're off for 4 hours. Hows that feel noob?" so whats the point?
This is a move for the worse and while the better amongst you will try hard to make it work and I am sure get the go-ahead, soon the idiots amongst you will emerge and it will fall apart - again. Sadly for a lot of us, it will take an age to become an issue and continue to pee people off before anything gets done..just like the last time but hey ho.
I can understand lawfuls shooting transports/freighters but piracy in a cruiser is just plain daft. Theres not a lot a gunboat can't handle so as I asked before, whats changed?
Allow lawfuls to shoot them by all means but not piracy. It's just plain lazy

I agree with your post generally. However, regarding the above statement, traders are still exempt from being counted as PK'd as per rule 5.6 "Fleeing from combat and then docking at a station or planet while you are in range of the ship you were fighting counts as PVP death. Transports and freighters are exempt from this rule."
Cruisers are one of the only reliable counters to gunboats at the moment, and need CDs to actually function. Removing cruiser CD will also require rebalancing of cruisers against battleships and other cruisers.
Please don't remove cruiser CDs merely because some are under the delusion that huge, vulnerable tradeships should be able to either kill or easily run away from warships.
Also, to those that say cruiser piracy is near zero risk: Cruiser piracy is higher risk than gunboat or bomber piracy due to the fact that the presence of ANY escort CD capable snub on the part of the trade ship makes CERTAIN that the cruiser will be inundated by lawful caps just due to the virtue of the fact that cruisers are damn near impossible to escape with (and good luck trying to pop a fighter that is only trying to stay within CD distance but out of cruiser weapons range).
