Read the above. It comes from here. So you ALSO have to check your IFF tag as well. Liberty Rogue IFF and Kusari Civilian are red to each other, even though Pirate ID and Kusari civilian are green. So if you want to use Liberty Rogue IFF without a special RP request, you need to use things that are green to Liberty Rogues. Border Worlds, Civilian Liberty, Liberty Rogue, and Mollie are it.

Anything that is deemed to be Sirius-wide civilian would behold civilian for sure and certainly not a house title within its name. In the case of the Kusari Explorer, the infocard never mentions civilian but does state Kusari many times. As such it can only be a Kusari-civilian craft.
I've just noticed that both the BD & GC are permitted to use this, but should not be able to dock with Yukawa because the lanes would cause it become hostile. If you're a criminal and the lanes aren't shooting at you, there's a problem.
