So where does that leave OC and Blood Dragons?
However, most of GC don't even tolerate OC piracy activities within Kusari borders, which gives Dragons green light to remove the nuisance while GC simply do their own thing and look away.
Again I think the GC-OC relations are sort of messed up. OC are simply drug dealers, not butt-buddy allies, because BD are already fulfilling that role.

I respect that, and I respect the fact that there is no way of telling if an Outcast is in your territory to pirate or for other "valid" reasons (to talk to the GC, for instance). And the same goes for Bretonia. And for the Liberty Rogues. I do understand why Outcasts aren't really a welcome sight in most places, it is just too bad it is like that.
The relations between Chrysanthemums and Dragons were mostly based on the necessary cooperation up to alliance against the Kusari government and Naval Forces. While being outnumbered and outgunned, they had to stick to each other.
Yet Chrysanthemums worked closely with both Outcasts and Privateers, drug dealers and mere terrorists with a goal to spread havoc around Kusari, and it's hardly something that Dragons were ever going to tolerate on daily basis.

I'd actually challenge that. Seeing that the GC and BD allied out of necessity and have completely different ideas about a future Kusari you shouldn't be that close. Contrary to that the OC couldn't imagine anything better than an addicted empress on top of Kusari and would offer her support past the point of merely overthrowing the government. Sure, if she fails it wouldn't be that much of an issue as long as she spreads the orange while trying. But at least they wouldn't oppose her in regards of the throne.

Ally of your ally is not neccesarily your ally. Your way of thinking would lead to...
Order->Dragons->GC->Outcasts->Nomads
and... Liberty->Bretonia->Hessians->Liberty Rogues
or some older example... Corsairs->CR(I think it is long past now)->IMG->Hessian->Outcasts(this certainly outdated)

It's very very very unlikely for the Kusari society to accept this. GC use Cardamine as a self-defense tool to avoid infiltrators, not to get profit or spread it as a new way of life in Kusari.
then i don't think you spend as much time in alpha as me, and i only go there for pvp practice in a titan.
however, no matter what ship i come in, i get 2 dentes, and at least 3 fighters ( in variations of fighter/bomber ) on me. occasional dread or dessie is nothing out of the ordinary.
just take that and scale it up.

Leaving the old paradigm of "Outcast navy" behind and becoming something more akin to an umbrella Outcast organisation that doesn't just defend Malta, but also actively attacks, pirates, attempts to expand Outcast influence, creates propaganda, creates conspiracies to undermine their enemies, is involved in Sirius politics, smuggles, trades, mines, etc. etc. etc. would be a good start.
i think this is an issue of one official group per ID. the rule is okay, and dandy - but for houses. such large organizations as outcasts could probably use more slots. this is why i think the corsairs were lucky in, since they have 3 of those and it's more probable that someone from an official faction is around to put the indies in line.
that's why i think that outcasts should have one or two more slots open for officials. for one, it could generate sufficient activity, as multiple groups would compete for the slots. another thing is that they would need to step up to the challenge ( read behave by rules ) of officialdom, thus balancing the overall behaviour of all faction player representatives towards more RP, less retardness.

maybe the core of the GC does. But how is the public view? They know what the government is telling them: that they are drug addicted terrorists. Now guess what their supporters planetside are going to do? I wasn't claiming they'd actively push it. There might have even been according vanilla rumours and news reports.

As I said before: with OC tech nerfed all who played for OC only cause of OP staff just leaved. why veterans leaved I dont know, but It must be happened. now player joins GRN and Exiles.
why there is so many corsairs still I dont know. maybe because they good faction? or RP is fine? cause Sair staff nerfed as well...
