Well if thats the case, you do realize people can just buy something... say a starflier or (if they have a cap armor they cant transfer off the ship for a few minutes) a gunboat...
And then buy the ship they originally had for the upgrade.

Any new rules relating to IDs, Tags, or other major changes that require time on the server running missions or changing ships will involve a grace period where warnings will be given first before sanctions are applied. When Battleship licenses were imposed the grace period was one month. Something similar will occur when 4.85 is released.
If you really want to get a jump on things, earning a maximum guard rep on any capital ship wouldn't hurt, but may not be necessary in all cases.

You phail, sell the 700mil BS and get 400mil back to repurchase a BS for 700mil works out lovely.

Powerplants will not change automaticaly, it is the first time powerplants are being rebalanced and changed
