Kogen joined the lady and gentlemen at the table, and sipped his tea. "I have received a draft of the treaty worked out by our teams. I think it is a wonderful testament to the close relations the GMG and Kusari have, and the cultural heritage we share. While there are a couple points for discussion, I think this document properly reiterates the Kusari commitment to the Guild's sovereignty, and the Guild's commitment to the security of Kusari. It shows all of Sirius the things that can be achieved when neighbors treat each other as neighbors, respect each other, and work together to make things better for both their people. My hope is that this document will become a shining light for all peoples, that more will be accomplished through partnerships and cooperation, then will ever be gained through use of force. Hakoni-san, both the Guild and Kusari owe you a debt today, if not for your work, I dont think we would be in this place.

"Let us first discuss the first article, titled 'Mutual Recognition of Sovereignty.'" The Guild Master read the passages in a deep and clear tone to the audience of Raikoke, Hokani-sama, and the Emperor.

The Kusari Government fully recognizes the Gas Miners Guild as a sovereign corporate collective administered by a Board of Executives, whose citizens are its members, inhabitants, and shareholders. Kusari fully acknowledges the GMG's sovereignty over the entirety of the Sigma-13 system, the Hiryu Cloud and Donryu Cloud regions of Sigma-19, Sigma-59 and the vicinity of any entry to the system, the entirety of the Okinawa System, and the 7.0k vicinity and enclosure of Aomori Station in Honshu. Kusari recognizes the Honshu system as a region of overlapping political and cultural interests with the GMG. Aomori Station shall remain sovereign to the GMG, the Kusari Government diplomatically recognizes Aomori Station as GMG's outpost and center of commerce in Kusari.
The GMG fully recognizes the Kusari Government as the sole governing body of クサリ 帝国 Kusari Teikoku (Kusari), and recognizes the following systems as territories of the Kusari Empire: New Tokyo, Shikoku, Kyushu, Honshu, Hokkaido, Tohoku, Hiroshima, Fukuoka, Nagano, Tau-29, and Tau-31.
Under this agreement, neither entity challenges nor denies the aforementioned territorial claims of the other.
"That is the entirety of the first article. Do your Highness have any questions or specific issues to address within the first article?"
Kogen sipped his tea and then spoke. "We in Kusari are disheartened by the omission of the Seto system from this document. Brave Kusari warriors flying on a cloud of GMG H-fuel have shown all of Sirius our power. Our takeover of Seto has given the Kusari public some of the most harrowing and awe inspiring stories of personal courage and sacrifice. We feel it is the ultimate sign of success. Success of our people over the others. We, the Kusari, and you in the GMG come from a shared heritage, a shared culture, and our victory over what on Old Earth would have been called "The West" is a victory of that shared culture and heritage. It is your victory as much as it is ours."
"My humble apologies, Heika Jien Kogen," replied Raikoke as she reached for her copies of the documents and began perusing for the item in question, "it does appear to be an error here. Thanks to your enlightenment such an error can be corrected before it becomes a mistake. The crew of my personal ship and I can also share the blame for this failure to update our archives.
"I've been over to the Seto system only very recently. I would have gone sooner but I've been away in Rheinland and more recently been busy securing Beta for commercialization. I've seen first hand at the incredible advances your brave warriors have made. I wish I had one of my more martial officaers with me at the time but my unprofessional assesment is that your warriors have pushed Bretonia's main forces back to the very planet of the system itself as well as a small remnant resisting at LD-14 thereby gaining full control of the northern half of the system to Kusari. The way this war is going in your favour it seems like your troops should have the planet and thus the entire system in your embrace shortly. Indeed even the civilians see this as refugees leave the planet in whatever ship they can book passage in......" Raikoke chuckled, "ironicly many are redirected to GMG with the PoWs and both are currently mining the Uranium and H-fuel that's being used for it all. This has all not been without benefit for GMG. We acknowledge and congratulate you on your conquest of northern Seto and we will be keeping an eye out for the approaching day when the Planet Leeds forces surrender and Bret capitulates the remainder of the system. We will have our administration update Seto into Kusari's territory in the treaty in recognition of your victories within."
"Ah, that is wonderful to hear" the Emperor replied quietly. Taking another sip of his tea, he spoke again, "Lets move on to next piece of the document." The Emperor's aid quietly appeared and handed the Emperor a sheet of paper. "Ah yes, here it is" the Emperor said, "Lets look."

Article 2: Mutual Security
2.1 General Security. Both the GMG and Kusari are encouraged to offer voluntary support to each other against immediate threats including but not limited to unlawful activities, terrorism, and foreign incursion
2.2 Authority. GMG vessels are subject to the Kusari Legal Codex at all times whilst within Kusari space. Kusari vessels are subject to GMG policies and regulations whilst within sovereign GMG Territory. The GMG are not permitted to enforce GMG policies whilst within Kusari space, and likewise, the Kusari Naval Forces and Kusari State Police are not permitted to enforce the Kusari Legal Codex within GMG space.
2.3 Patrols. The GMG has unrestricted patrol rights within the Chuyu Cloud region surrounding Aomori in Honshu. GMG Paramilitary patrols in Honshu must act in compliance of Article 2.2 and must respond properly when hailed by the local KNF/KSP authority. With this singular exception, neither entity patrols the others' territory.
2.4 KNF Assistance within Okinawa. Instances of Kusari Naval Forces in Okinawa are permitted at Kishiro Technologies' discretion, in order to provide immediate defense of Kishiro vessels and Isehara Terraforming Outpost from hostile threats. Kusari Naval Forces must act in compliance of Article 2.2, and must respond properly when hailed by a GMG authority while within the Okinawa jurisdiction.
2.5 Pursuit. Kusari State Police and Kusari Naval Forces are permitted to pursue, and arrest or destroy criminals in GMG space under the condition that the pursuit originated in Kusari space. The GMG Paramilitary are permitted to pursue those who commit crimes against the GMG and Kishiro into Kusari space.
2.6 Cooperation. Neither entity initiates hostilities against compliant military or state police forces of the other.
The Emperor read off the relevant articles, pausing at certain points with a tilt of his brow. "This all seems to be in order from our side of the coy pond. If the Guild has no objections, I think we can move to ratification and signing of this wonderful document."
No objections on this article from GMG. We are in agreement with it's simplicity and clarity with hopes both Kusari and GMG experience a secure and safe border for many years to come.
"Indeed, it is a joyous day for both the GMG and Kusari, and a great day for our common interests." With that Kogen took the stylus and affixed his own signature to the document.
Smiling warmly as the document was passed to her, Raikoke scribbled on her signtaure as well.
"I am glad we have shown here today that co-operation between GMG and Kusari is still as strong as ever. Let the rest of Sirius see this example of how two mutual friends can ensure co-operation and prosperity for the generations ahead. Arigato, Heika Jien Kogen and my good friend Hokani-san for helping make this day come true."
