More then a imposing construction, it is the governmental and cultural heart of the Corsair empire.
In it's centre a large amphi theatre shaped conference room ''the court'',
where Elders from all far corners of the empire had a seat , surrounded by their regular entourage.
The building is not just a display of power , but a symbol of peace and Corsair unity.
Many disputes amongst Elders , seeds of civil war , had been solved here by reasoning instead of bloodshed.

Elder Buonocore went through some documents.
In a few minutes , after the audience with a Benitez Business man complaining about the lack of investments spent on the Omicron Lambda system, he would hold his daily speech addressing current matters of the empire.
Today he had only one topic, one that was high on the list of every Elder.
''All rise for Elder Presidente of the Corsair Brotherhood'' a Tribune announced.
This was Buonocore's cue to make his way to the centre of the court, into the spotlight.
''Honoured fellow Elders,
As we all know, last week the Outcast's Council of Dons hailed us.
After 700 years of war they had the nerve to speak to us in a demanding tone.
They've stated that they want something from us, and that we want something from them.
As is my duty as a member of this court, I have responded in a fitting matter.''
''A fool might think I've responded in a harsh tone but one must not forget the weight of this matter.
Negotiations are a euphemism for capitulation if the shadow of power is not cast across the bargaining table.
I would like to raise a motion to have this meeting with the Outcasts, but on our terms.''
Buonocore looked around the court , his view moving from Elder Jose and Elder Chico ,
to Elder Montezuma and his own Tribune Werss as if he was looking for a trace of agreement with his words.
''Share your thoughts fellow Elders, raise your voice in the name of our empire....''
'Well Elder Buonocore, I have been giving this somewhat odd approach from the Outcast Council of Dons some thought and in truth I must admit to being somewhat perplexed, but also somewhat curious.'
Looking around the table Jose continues 'They have talked about being able to give us something that we want in exchange for something that they want ' personally I can't currently think of anything I'd want from an Outcast except perhaps their death but the mere fact that they think we might have something to trade is interesting' Jose pauses a moment and takes a breath, 'especially if it is something that we could steal from them without the need to give them anything at all'.
'I am of a mind to suggest that we follow this proposal up, however I think that the entire fact that this proposal even exists should remain a secret for the time being ' at least until we know what it is that they think they have to offer to us'.
