Why doesn't the Order have weapons producing facilities? And what about Toledo?
If the Order doesn't have another Detroit (which states in infocard it's weapons facility), it doesn't mean Toledo hasn't weapons facitilities on Toledo.
And... Death Hands and Reapers are made somewhere, right?

So - those are still tagged as Liberty guns, so the only people that could give permission to use them would be Liberty factions. In RP justification is that the Order gets a limited supply of them for their own use through certain smuggling operations, but they don't get enough of them for general distribution. Sort of like you had 10 crates of AK-47's smuggled out to you - that's enough for your crew, but not enough for you to pass around to just any Jimmy Joe Larry Bob that shows up looking for one.
Fair enough. I suspected that, but I figured it could lead to some interesting RP if the opposite was true.

It's a case of they don't have the production facilities available to make THOSE weapons - not without interfering with the production capabilities and capacities of the lines that they DO have.
Real world example - there's an auto assembly plant near where I live. (I spent 12 years working there.) From the time we would take one of the cut out pieces of metal from the stamping plant to the end time that that piece of metal rolled off the end of the line at the other end of the plant as a finished car was about 78 hours. During that time, you'd have about 2,000 robots AND another 1,000 humans do something in a process that put parts onto that piece of metal or did something to it - and from one lone piece of metal, there'd be, quite literally, 50,000 more parts added to it.
Remember, the population levels on our planets are nowhere near what they are here on earth right now. And even if you've got a completely automated and computerized production facility - you still have to supply that facility with raw materials. Production lines are designed to make one thing. There may be a few options available, but they still only make one thing. You simply don't have the tech base or population to set up and run the additional production lines for those guns - not and still throw all those npc's into the cockpits of all the ships as well.

They produce much more Death Hands (which are, actually, just upgraded Vengeances) and Reapers, yeah.

:/ Agmen's point was to give the rules an inRP justification - Vengeances and Magma Hammers are clearly Liberty Tech, and is tagged appropriately. That means that Liberty controls all aspects of who can use them and who can't. The fact that an Order base sells em allows for a loophole that lets Order use the guns, but it's still not THEIR tech to give out.
Any sort of wiggling around inRP trying to justify making cat 9 Liberty Weapons into Order Tech isn't going to work, and it shouldn't for balance purposes - the fact that the Order can use Liberty tech is a gray area to begin with.
