Well I play more with unlawful chars. It is kind of strange when I jack a load of gold ore in Dublin or Omegas and then 3 or 4 times on the way to Munich other pirates try to rob me. So I must admit that lawfuls need a boost. And people stay to the topic and dont whine around!
In the 1342652647 topics like that I already said that the two sides are balanced. Now I think that there are more unlawful then lawfuls.
It would be nice if somehow lawfuls ships get boost and all unlawful ships get price increased 3- 4 times. And I dont mean capships. I mean unlawful Gunboats- 70 or 80 mill per piece. Indeed it is strange that the lawfuls and unlawfulls have the same technology grade. What about nasty lawful torpedo that eats your whole shield and your whole power-core- something like Inferno but buffed? May be adding lawful and more powerful transport turrets will help too. Right now equal skilled transport pilot have no chance against equal skilled gb /bomber pilot pilot.The transports need to be able to make more dmg. If the unlawful use transports too - ok the lawfuls can blast them with bombers and gunboats. But the piracy in fighter would be impossible so it is very hard to come up with good idea.
In my opinion this is the only solution. Give the lawful corporation factions good and robust ship that is hard to be pirated. Then situation will change. If the unlawfulls must PvP all in Werewolf-like ships against house VHFs believe me it would be different. Right now everybody his wife and his dog fly sabre with freelancer iff and pirate/merc id.
Edit: If you can make ships make one of this! I am sure that people will fly it and right now it is really needed. I suggest to make little credit pott for the designer/hitbox-maker of such vessel. I as unlawful can throw 500 mill in it I am really curious why the corporate factions haven't organised something like that earlier.
I guess that there is still time to implement it in 4.86.

Pirates. They should be cocky bastards flying ramshackle pieces of crap that hardly fly let alone fight. They should be good at what they do, because if they're not, they're dead. Period. They operate around the fringes of massive system-spanning "Houses" which have stood as a bastion of human civilization for eight centuries. They should be terrorists, barely holding on.

Oh I'm sorry, every Barghest bomber is equipped with the same kit, the same weapons as the Navy, and is even considered a better ship. Hell, Rogue lasers are even better than their Navy counterparts in my opinion. Their vehicles are ramshackle "looking" but they have the same performance aspects of their opposition. The Outcasts and Corsairs have magical shipyards that let them build gigantic warships, and both sides, mostly the Outcasts, have consolidated virtually every unlawful group under their wing so it's a black and white scenario, where gray is completely dispersed by virtue of IFF and ID. And they take these warships wherever they want, more often than not, including straight to the capitals of the vaunted "Houses", where they're almost free to do as they please since they have allied bases abounding, and every indie pirate nearby would love to jump in on the fight and get his share in the kills. And when they're all done turning said capital into a bigger warzone than Leeds they can laugh about how they trolled the military and walk away to the nearest asteroid field.
"Balance". Fact of the matter is the entire thing is off balance and always will be; virtually none of the pirate groups should have the resources allotted to them, rationally speaking, no matter how much they steal or bribe for. The Rogues are pirates, not scientists. The Mollies the same. The chances they could properly abduct and force a ridiculous number of scientists and whatnot to make the kind of technology they've got is rather slim, whereas they could've just thrown together civilian ship parts to make a Bloodhound. The Outcasts practically die off because of their birth rate, and they've been isolated from the other Houses for so long, so they should be technologically backwards. The Corsairs are a bunch of barbarians with a very brutal society that jumpstarted by virtue of ganking some explorer in a ship, and they're supposed to be barely subsisting on Crete, so where they have the time and resources, especially personnel, to make what they do is beyond me. The Lane Hackers are a bunch of employees and businessmen who worked on jump gates, and 'fled' from the authorities to a few random pockets of space, yet they're suddenly technically proficient in starfighter manufacture.
And then things get even weirder. The Blood Dragons have this ancient fleet that somehow still exists despite inevitable attrition over the years. The Red Hessians have a fleet of cruisers and gunboats, and an "army" to go with it, yet they were a bunch of miners, and the Unioners, ship builders, have a single line of fighters. The Xenos are a bunch of angry hicks who should have nothing, yet they have badass neutron particle whatever weapons and this whole colony thing going on in some backwater system (but to their credit they're the only believable ones here; they truly work in a hostile environment). The Gaians had enough scientific roots to make their gunboat's technology marginally plausible, but then where would they build it? The Order puts up with a ton of crap, I know, but they used to have nothing but the Osiris, some fighters, and some agents. Now they're some kind of Egyptian powerhouse. The Bounty Hunter Guild is a mimic of that powerhouse; what would've been a loose group of bounty hunters as "employees" coughed up enough money not only to make military-grade fighters and bombers, but an entire line of capital ships, including battleships. By that logic, Interspace Commerce, Ageira, Republican, Daumann, Bowex, hell even Planetform should all have their own line of personal "battle yachts".
It's not real balance, it's "stats balance", which has no bearing on the "realities" presented in the game. Populations in Disco can't be controlled, therefore people pick the paths of least resistance, which just so happens to include the suped-up pirate factions who are buddy buddy with virtually every other pirate and mercenary within a 5 system radius.
As the post above me states, there is a stat balance. There's just too many more unlawfuls than there is lawfuls. This is because the unlawful road is more appealing. All we have to do is make the unlawful route a hard road to walk on. How to do that, there are a plethora of ways.
I'm just glad to see I'm not alone in this world. And I am surprised that so many replies happened in a matter of a few hours.

I COMPLETELY agree. Couldn't agree more. The issue isn't "stats balance" (They got that one down pat). It's the "reality or RP balance" that grinds my gears. Coudos to your long winded post! It summed up my frustrations.
If we make it so that the pirates have crappy ships whose only purpose is RP and the lawfuls have an uber fleet of death, we'll have the exact same problem, but with a gigantic lack of pirates and a huge amount of lawfuls and instead of miners/trader Q_Qing we'll have the few remaining pirates Q_Qing.

Which is why it will always be unbalanced. According to this logic the people flock to the "uber stuffs" for "uber pwnage", therefore no experimentation will be done towards nerfing the pirating factions into what they really 'should' be. People will bitch, say it's unfair, bla bla bla bla bla, and nothing gets done.
Honestly, I'd say "Tough ****. You want to be a pirate, a brigand, a terrorist, then face the 'real' consequences". But that won't happen.
All in all is why I made a Freelancer. Who doesn't even fight a whole lot. It's the only place exempt from it all.
