The main reason you want this to be implemented is to fix the Mercenary issue. Isn't it? Well if it is, Official Factions should take their time to Faction Right 5 when they have been so generously handed that RP-command.

This goes beyond mercenaries to an extent, however, you are correct that this is mainly an issue about mercenaries.
What you forget, is that mercenaries have an extraordinary amount of freedom to do what they like, including being able to claim bounties on lawful factions. Let's look at it this way: If a RM pilot flies into liberty and shoots down a LN pilot, his ID has a rephack, so he's hostile to all of liberty to begin with, however, a mercenary is not, even if he shoots down an LN pilot. Faction right fives require a fair amount of paperwork on behalf of the official faction, which is why you don't see it vary often.
This would also work just fine if it was implemented on generic, and semi-lawful ID's.

I could see less problems occurring if it was solely set on an ID such as the Mercenary one, where the problem essentially lies in.
But it would still require alot of tweaking just so they can have a "training match". And the concerns of abuse/mistakes still can cause annoying rep-problems.
However, as I said the majority of the Mercenaries we see flying around today are connected to at least one of the many bounty boards on the forums. Making their characters more or less traceable. And although there are plenty who work through these boards, it would be a lie to say that the majority are abusing their freedom to the point where they will dock on bases affiliated to Factions that they have in the past been killing.
So it still boils down to a minority of Mercenaries conducting it, at which point a combination of friendly reminders, warnings and/or Faction Right 5 should be able to manage the situation. A sanction report perhaps, I don't know how people handle it but it sure dosen't look like this super big issue that is constantly plaguing Discovery. Most complaints is that there is simply too many Mercenaries around, not that this specific behavior is shown everywhere.
I simply do not see this huge implementation being warranted. So here we end up in an conflict between our two individual opinions of how much we value this problem, so perhaps we should leave it at that.

As for mercenaries....I've had mercenaries try and claim bounties on the IMG's bounty board after shooting down IMG indie's in front of IMG| fighter craft. You'd be surprised.

If I defended myself and won, my reputation with Corsairs would suffer when it should not. Since you know, if I reported it to the Elders they are likely to punish the indie for breaking their laws.
Yet if too many indie Corsairs do this to me, I end up having to pay for a bribe which ruins my other reputations just to continue the role play of my character?
Idea has its merit but would cause a ton of problems also. Perhaps it could be worked out though.

just say hook that you dont loose rep if you are allied or friendly with the faction (infocard of your current faction NOT your repsheet)
so: in example a lulzwutta (navy IFF +ID) attacks you (Lib Police IFF + ID) it will not matter whoevery dies... cause the infocard says: your factions are allied
Something along these lines has been under intense discussion for some time. While it's a ways back on the que one of the primary concerns at the moment is that any system in which you take a rep hit for blowing up someone else's ship is very open for griefing tactics.
We have been pondering this idea for months. Unfortunately there are a couple of problems that we haven't figured out how to solve. See what Dusty said...griefing in different forms. Will probably still do this idea as a trial.
The training scenarios are easily dealt.
