Lore says we fight through Orkney to Lewis to Edinburgh, while also fighting through Orkney to Tau-23 to Tau-31, both happening at the same time. This is why Lewis is a GRN-controlled system in .86.

It happens prior to the .86 storyline, but after the .85 one. Hence, why it's being played out. That's why we were originally given permission to enter the Taus.
@Shamus, we can't control the actions of indies.. We won't be taking our own battleships into Lewis anytime soon.

I have to agree with Zelot on that as your main goal should be the Tau's, and if I remember rightly you could say you find the jump hole in the Tau's to the Edinburgh system too. Though I do agree with roleplaying it out.
You are correct in a way with lore. But lore also hints that the Tau invasion is the main focus, the Lewis system is a minor one compared to the Tau's. Say not using anything larger than a gunboat and mostly scouting in just Fighters. Not in a full Fleet as Gaians still would roleplay wise struggle to handle Gallic Royal navy Gunboats and there Fighters. So there would be no need to send too many resources for that, and as we are still in 4.85 you can't metagame, by that I mean scout Edinburgh via Lewis as you only find it after defeating the Gaians in Lewis.
Edit: But yes I think you do have some power in regards to Indies that are going to Edinburgh via Lewis, as there actually going out of there ZOI. And I have seen players sanctioned for doing just that, so if there is proof of the, using Lewis to go to Edinburgh then they are going where they shouldn't really with in the confines of lore, and game rules. And thus gives you right to Faction Right 2 to order them OOC not to do go to where they shouldn't be.
As far as I understood, yeah, this whole mobilization thing was a play from the admins to start flowing into the .86 story. That means investigating the systems in and around the Taus, light skirmishes, small battles here and there.
Dab, however, is right. You can't control the indies all the time. There shouldn't be Valors running freely around the Taus yet, but there are. As far as that goes, I think GRN needs to issue an FR2 to keep battleships back at home fighting the civil war for the most part, and then if we've got indies pushing things more than need be, there can be grounds for action to contain the roleplay outside that. If you see Valors spamming up Lewis, et al, snap pics and file some reports.
Of course, the GRN would be expected to uphold and abide by the roleplay established.
I think we need a very clear system-by-system ZoI set out for where GRN ships can and cannot go at this point, to be updated as sufficient work on the storyline progresses.

Though a system by system ZOI is a really good point you have brought up and may help those indie players who are not in the know. As it may be only just that, where it is just too un-clear with what has been said by admins that Gallic's can roam more freely (not sure completely on that ruling made by them as I haven't read it myself) and it's just got mistranslated and being not really the fualt of indies not really having a clue what is what in regards to which systems they can visit.
