I think if a faction has beef with another faction they should just duke it out, rather than calling for help from everyone toting a merc ID. Sure call on your faction's allies to help out but it becomes a pain when everyone is gunning for ya.
This is especially annoying with the bounty on the Navy as they have to set up a system to deal with people they need to ban from liberty cause they tried to pew pew some cops. Not that I don't enjoy watching moronic bounty hunters blow themselves up with their own torpedo.
EDIT: Genius idea, the community has annoyed me. I'll pay 1 million credits to anyone who kills someone else. My enemies cannot collect on this bounty.
You're looking at it as black and white. And only from the view of an official organization. Mercenaries, or PMC's, do exist. They do dirty work for people who really don't want to. They also get the job done.
And this bounty against Liberty Navy capital ships? That's not even the worst of it. I can go out right now, make a merc, register with the Corsairs, and get paid for hunting Outcasts. In their own home, even. You can do this with pretty much any faction. There is no black and white. There can be shades of gray. And seeing this as an "Official gets all the power/fun" is not the way to see it.
To be honest, mercenaries have been utilized for thousands of years. It's been recorded that mercenaries have owned cities and provinces in midieval times. Why not have people who work for the money and utilize it to the best of their abilities?
As an unlawful, I realize I'm hated. I'm always hated. Nothing needs a reason to kill me. I kill people because I'm poor. So if the Navy wants to encourage others to hate us, then good on them. It's their purpose to drive us out of their territory.

Yea but what I don't get is that freelancers have a bounty on them too (or was it dropped?).
Blanket bounties are indiscriminate sledge hammers that crush all and leave nothing but Q_Q behind.
When you become a member of an NPC faction you inherit all that NPC faction's action. For example. You put a bounty hunter ID on and you'll instantly be hated by the OC, Corsairs, and just about every pirate group in sirius, who have a very legitamate reason to pay a bit of cash to thin the hunter's numbers.
If we consider the action of getting an ID a roleplay action, then you're gunna have to take the RP consequences which come with it. Being regarded as a member of that faction, warts 'n' all.

Not really much difference at all. Personally I like my character being in some peril. It makes everything more interesting. When there ios a bounty on your head, don't bitch about it. Start running instead. enjoy the game of cat and mouse.
I believe it makes perfect sense to have blanket bounties. Why? Well, because of what the Junker Congress did to Roger Claymore (85 million credit bounty (and yes, I'm never shutting up about that)) he taxes every Junker ten millions and kills them if they don't pay. This is all because of this one particular sentence:

So it's hurting the family to hurt all Junkers. Because in one way or another InRP it will harm the Congress.
And this I believe is why blanket bounties are so right InRP. Because all factions are a family, and if you hurt any member of the family it will affect the entire family. So hurting a few indies will in one way or another InRP hurt the top men.
OORP of course nobody gives a crap about the indies getting pew pewed.:P
