in short - no zoner capital ship will be passed to the council ( or for that matter to any non zoner in general ) without special roleplay backgrounds ( which does not necessarily mean the closed SRP - but a solid basis for the NEED for such a ship opposed to the need for any other ship that may be available easier )

Zoners siding with the Council in 4.86? Only in sympathy maybe. The GRN has done a good job of driving them out along with most other Sirians. What few attempts were made to contact the Council by Zoners have failed so why would they try again, especially at the risk of their own way of life?

As far as tech goes, each side has it's own stuff. I just assume keep it that way.

It's interesting though.. the empathy.ini has the Council and Zoners at positive 0.1 (i.e doing missions for the Council raises your Zoner rep). I wonder what was the reason for that.

Either way, there's no need for any special relationship.. the Zoners have Freeports and everyone can use them, as long as they don't shoot the place up. That includes the Council and any other Gallic faction. They don't want to get involved in this war or anything.
