Rephacks to the house navies would prevent them from docking on planets and corporate bases. Why would we(zoners) want to step foot in house space anyhow, save for passing through? Which, as any pirate will tell you, is easy, even with every lane, station and cap spawn shooting at you.

So when someone says "I don't like your laws or how you run things" and then leaves your territory, your response is to.. Shoot them? Just so we get this straight.
I not sure how it would technically implemented, but how about using the "carrot" approach?
Give Zoners profitable routes in the Border Worlds. Let Zoners concentrate their trade with commodities needed by Freeports and by other denizens of the outer rim (Order, GMG, IMG, Corsairs, Outcasts, Red Hessians, Junkers, BH). No need to go looking for greener grass on the other side of the fence. Zoners keep their 5k transports. No need for illogical rephacks. In practice Zoners could trade in a 5k transport just about where ever they want, but most players with a simple grasp of mathmatics would come to the conclusion that there isn't much point in going all the way into House Space to make money.
Then there's the coporate traders. Give them good routes that would encourage players to ply their trade between the houses. The profit level could be about 15%-20% higher than legal trade in the Border Worlds. Trading is 90% joyless grind, so players need some incentive to hit the trade landes.
When I say "make routes profitable", I mean increase overall trade route profitability from the curret levels by at least 30%. Either that or just reduce the price of vessels and equipment = more buying power.

Zoners left the houses to live a freer life but didn't necessarily say "Up yours." Why would we want to step into house space? I said why before. We can't produce everything we need and some stuff that Zoner produce we use, in RP, to acquire those goods. Since I cannot fly this week I'll read and post. * dimples a smile. I enjoy being a Zoner, Being independant and I love flying my Zwhale. I hated what I had to do to get it (guard rep). Took a long time and honestly it was depressing. But I got through it. (with Mal holding my hand much of the time). When the decision to restrict was where Guards can land came down, I understood and while I myself didn't "earn" that restriction for myself or anyone else, I accepted it and adapted accordingly. Never did I feel picked on or singled out, or abused. I suppose I just chalked it up to and administrative change due to the actions of enough folks to stimulate such a change. I still don't feel picked on or harrassed in all of this. I honestly just want to safeguard what we have and our chosen way of 'life' on the server. I'm glad that so many folks have participated on this thread and I'm optimistic that all will be well.
Let's consider the possibility that we should just leave well enough alone, as Doc has suggested repeatedly.

There are already profitable routes in the Border Worlds, some can't be bothered to search them out and some don't have good enough Zoner rep to take advantage of them. The problem with well known high value trade runs is the pirates who camp out waiting for dinner, there's a variety of good trade routes for Zoners already none of which involve House Space, just need good rep and a good nose for a bargain.
Normally I just wouldn't post anything, since I could cope with about all of the possibilities outlined above, somehow. It just got me thinking, and that I'd like to share:
Why bother with common sense when a station either lets you dock or tries to blow you to pieces, with no options in between?
I think I have exhausted myself for today. Time for me to wander off again.
