If you choose to fly a Cruiser, you choose to forfeit your ability to shoot transports. It's as simple as that. If you don't like it, fly something smaller, it's not like you -need- a Cruiser to kill Transports.
Though maybe you need it to compensate for something:)

As Agmen quite plainly stated, "His second choice is to continue the act of piracy, whereupon the cruiser captain screens everything and files a 6.10 sanction report on the pirate for his OORPness." The pirate should recognize the authorities are present and cease the piracy attempt. Some sort of, "oh crap its the law" and quickly jump to cruise should be goin on here.
But then you don't exactly expect an LABC in Penn or hanging out in the Badlands. I've never seen a Rheinlander in Penn. In fact the only thing going on in Penn is mining with a little bit of piracy. So if you "come across" a pirate in Penn you should probably be in a gunboat, fighter or bomber. And LABC's and the sort would not be right for the Badlands. Not even along the lane between WP and Penn gate. Its too cramped for them to maneuver and in RP it would be a choke point for Rogues to make a mess of em. Why waste resources like that against common piracy when there's a war on?

Ok just to explain this is a hypothetical discussion about some situation i read in sanction report... i never have encounter with pirate transport against my cruiser..or so.. just debate on rule so please leave your Trooling for another treads please;)

Yup! And same for an unlawful cruiser, destroyer or whatever. A bad gal in an Outcast Dessie looses their rights to pirate. Like I said doesn't take much brain cells to figure that one out. Not that I'm saying you don't have a brain Ashes, just agreein with you here. :D

Yep. That's why there's only 3 Destroyers in the LR, and 23 Barghests:)

In pirate Transport with CAP6 You can pretty much blast every every gunboat with lover armor...
And guys is not about equipment usage... or advice about what i should use instead... is about what i think should be discussed about Cap have rights to prevent act of Piracy (and piracy only we dont TALK ABOUT SMUGGLING HERE) not sitting with hands tide looks as other player blow up trader/miner on the front of Your face and cant do anything.
And as disclaimer... no i dont have Pirate character (temped now to make one with heavy armored pirate transport) and my caps sitting in One system for system defense only (yes is a guard system i can blow transport with them)
So i dont write here as a guy who had this problem personally...
Just... it seems like maybe that rule should be (maybe) reviewed and modified a little....

-Hessians and IMG are on good terms
-Hessians don't pirate IMG and use their Bases to dock sometimes.
Could the Hessian Cap order the Pirate to stop the piracy?
What could he do in case the Pirate doesn't stop?

The Hessian Cap could order the pirate to stop. If the pirate doesn't stop, and proceeds to shoot the IMG, the Hessian can do one of the following. A) Put his bulk between the Pirate and IMG, helping the IMG escape. B) Give his bots/bats to the IMG, helping him get to the nearest friendly base. C) Fire upon the Pirate, and (probably) get sanctioned for it.

This is not quite satisfieing, since:
A) Try to hide a clumsy Hegemon behind a clumsy Cruiser/Destroyer when you got a rather manoverable Transport as opponent (Ptrans)
B) Well feeding Bots = entering the fight, people have already been sanctioned for that...
C) Will probably result in a sanction as well.
