I only just recently came to review this. Now the elders have already dealt with this, largely. But there are a few pieces I need to get off my chest.
First of all. You trot around without escort or any form of adequate protection in our space. Yes, our space: Theta was claimed, a small region around that damned freeport of yours aside, to fall under our laws, and we have the fleet to back this claim. The freeport itself, as long as it does not host any direct threats to Crete, is of little interest to us anymore. Yet you have the gall to imply that this truce would exclude you from paying your dues to the Empire for passing through our territory?
I will call to memory how it came to pass the Zoner Alliance disintegrated. I believe the instigation of that was due to much the same reasoning... a few idiotic traders hiding very arrogantly behind the Zoner neutrality to try and escape taxations. I can tell you now hombre: That won't fly. You can expect to continue to make repairs to your transport if this is how you think this neutrality of yours works. Your neutrality prevents you from becoming a -military- target, as long as you maintain it. It is not a holy-white-pigeon-shield that prevents you from being shot at.
I will call to your attention however the laws of the empire if you want a better kind of pigeon-shield. If you wish to move safely though Corsair controlled space, carry some food to one of our bases. Around 10% of that transport's hold should suffice I think. If stopped, state your intent to carry the cargo to one of our bases. (And don't be surprised if one of the Sails will "escort" you once you state this intent). Either that or pay the proper tax and you won't have these problems, si? With less backtalk too, I doubt the Black Sails will be too patient with you after this little stunt.
Either that or get a damned escort if you are so desperate to challenge them, for that container tug of yours won't do the job. Sails enjoy a good fight I am told, they might even let you off while playing with said escort a bit.

Because I was not present during this event I will not comment, however I've transmitted your reports to other zoners of Freeport 9 and to Sparta Station where stands the Omicroners diplomacy department. I am sure Omicroners will investigate this event and that Senor Mannock Benitez will provide some interesting information. Moreover maybe some points of the peace traitee that was signed a few days ago need to be specified in more details in order to manage such conflicting events. Note that I let you and our diplomatic team handle this.
