Oh please, it's obvious what happened here. You did something in the past with your character, and an additional breach of the Kusari law to warrant an extra hard punishment. You thought you could scapegoat us, saying we fine you without any basis, and expecting us to have no proof ready to counter it.
Now that you got exposed, you are trying to cut your losses and start jumping on some weird argument about metagaming. I suggest you apologize to these guys for wasting their time, and then walk away when you still have some dignity left in you.

If you don't know it... that's against server rules, you can't escape from KNF by docking on a KNF or, in this case, KSP station.
So, what did I do? I PM'd you in a Out Of Character way (OOC) using // stating that it was OOC, that it wasn't allowed to do that. What did you do? You stayed quiet, switched characters and when I PM'd your other character, you told me, he was sleeping. Yeah, I guess that's what I deserve for trying to help you learn the server rules.
Now, yesterday, you were again on //*!Epitaph in kyushu! Jackpot!
Yes, this time you were carrying niobium ore, but your previous actions were not forgotten, so what did I do? I fined you!! Yeah evil KNF officer leving fines on cardi smugglers!
Why 10 million? Well firstly, because you had 5000 units of cardamine. Second because you didn't drop it, and third, because you docked on our planet and escaped by an unlegitimable way due to game mechanics.
Now, I have to hear your complaints because you can't accept the concecuences of your actions.
But don't worry, next time, I'll shoot you on sight (if you haven't renamed your ship already), and you will lose your precious ore... oh right... instead of shooting you down, I fined you 10 million, but... you know, I could have shot you, and make you lose 5000 units of Niobium ore... way more than 10 million right?;)
Keep that in mind next time that you decide to escape from a NPC faction by docking on their stations.

Not to mention that to fly a zoner whale (ZBWT) you have to have a zoner guard ID.

I have read the Kusari Legal Codex very carefully now and still do not understand the action taken by the KNF Member.
According to the Explanation previously posted the 10 Mio SC fine is because of:
1. owning 5000 Cardamine in the past somewhere in Kusari.
2. Refuse to drop the cargo.
3. docking on a Planet inside Kusari.
Well and thats the Problem...according to the Legal Codex the fine should have been 5 Mio SC for owning Cardamine. Neither Number 2 nor Number 3 are listed in your Law.
So could i now please have an Explanation from the KNF why one of our ore Haulers paid 10 Mio SC for this Crime?

Concerning the Ban from Kusari:

First of all, read ID description of Zoner Guard and Whale. (Especially the part where you CAN dock and where YOU CANT do it, and what is HOUSE SPACE)
Then, think about it. If you stopped guy once with smuggle and he run, you meet him two days later demanding 10mil (which frankly he should pay 15 cause : 5 for the first time meeting which he run and docked without dropping cargo and paying fine = break of kusari law, second time meeting 10 mil fine for previous actions)
Crimes which your hauler committed gives KNF whole right to place him on Criminal list = ban from kusari space = kill on sight.
That should be enough explanation.

Are you even a member of the KNF? If so that would be quite a disappointment.
Well so the Answer really is: he did something wrong, so we can do whatever we want..great, maybe you should think about disrupting Lanes and jus get money from everyone..so theres no more need for some pretended "we are the law" roleplay. The fine in your codex says 5 mio...so why only take 10? make it a hundred.
you have problems with the zoner guard id and docking on your planet you might talk to an admin bout it...but just go for self-administered justice shouldnt be the way for an official faction really.
I hope someone from the KNF can give a more qualified answer than that.
