If he adheres to his home laws strictly then yes he is, and he may think his laws are more fair than rheindland if he fights them, however he's still vulnerable to the dilemna of lawful or good.

Cause it depends on the context too, you may have a lawful good rebel or a chaotic good cop, it depends on wtf are you doing, IMO it adds a lot more flavor to RP.
I just fail to see why and what fifteen year olds are doing in a ship when normal people are still in school and getting wasted in parties in their hometown.
And where did the government thought a fifteen year old would be responsible to fly well.. a ship worth of million of credits. Isn't there like a.. legal age for something like that?

There is evil because there is good in comparision. The good is the cause of the evil. Therefore good is actually evil and evil is still evil. So we come into conclusion that everyone is actually evil. When everything is the same there is nothing to compare it with so everything can't be evil. Therefore this totally fracks up this good vs evil thing and we are all wasting time on it.

How? The intent of a scaled morality system is to simplify things - to reduce something wildly complex into a simple formula. It closes down RP rather than opening it up - and seeing that we just concluded that it is 100% relative anyways (based on context and character interaction) there is no point whatsoever in such a system. It's hollowed-out by being relative.
Rather I would suggest going by such character interaction on a case-to-base basis - if a Corsair is shooting at me like crazy without really talking much, I can conclude he is not really aligned with my character. If I meet another Corsair who is interested in conversation and have aims that correlate with mine, I will treat him differently. And so on.
