This rules works for both sides, lawful caps may not kill unlawful transports, and unlawful caps may not pirate. This is fine as it is.
And why do you want the whole server to be forced to play like you do? If you don`t want to hunt pirates, don´t do it.
Considering I have yet to see a single police character in any system.
And the people enforcing trade commodity restrictions are apparently all the navy.

What happens when the pirates bring in cap fleets? No longer a Navy problem?
Plus, there aren't enough police players to balance the pirates, AND pirates have free reign to use military-class tech. Military technology is often needed to balance pirate tech; police tend to be limited to LF, with perhaps a HF thrown in the mix.
Lets agree that any pirates deliberately abusing the cap/transport rule should destroy themselves.

give the police something to do. in a situation where criminals are threatening civilians and the police are out-gunned, the control of the situation is given to the police, not the army, for the preservation of evidence, etc.
for this to work, the yorktown should be placed under the direct control of lpi.
i would love to know how this works out, and if it can be a blueprint to rescue activity of the rest of the factions.
In some weird way I agree with the OP to the extent that the Navy still go hunting for liberation movements/terrorists etc. For instance in Lolberty rogues are plain ol' pirates with no grander political motives (in general, some might be taking their rogue rp in a slightly different direction, but lore-wise they ought to be plain "smash and grab" pirates), and as such they should be hunted by police, whereas Hessians in Rheinland is a slightly different matter.
Perhaps the time has come to differentiate pirate factions from each other - some are actually just pirates, where others are liberation fighters. Also I think this would give strict lawful players a better idea of what is really going on in the world of piracy and that it is way way way more than the oh-so-famed "2milordai"...
So instead of just having a huge category labelled "pirates", it might be more fitting to have "pirates", "freedom fighters / terrorists" etc. Several different categories.
EDIT: Also yeah it really sucks that you never really see any LPI players. To my memory - and this might be faulty - it is really only in Rheinland (and to a smaller extent Bretonia and Gallia) you see players actively choosing police over navy.

Yeah, but inRP, the Hessians, Mollies, GC, Dragons, and Hackers only have fighters or bombers, no gunboats, cruisers, or anything like that. The police can deal with the fighter raids.
I actually agree. But I don't want it for the reasons you do. I approve of this, because it would give police factions something to do. For once, police wouldn't be just navy stuck with worse ships. On the flip side, the navies would end up not having much to do, since you can't raid/be raided 24/7. Would still be an interesting development that I'd love to see.
To be honest...
Bombers are more or less military-class vehicles.
If pirates can have bombers, they're not just pirates anymore, they're equipped to fight capital ships, which is a military requisition vehicle.

Navy can has pirate problems.
lore wise, wouldn't, say, outcasts only deploy bombers versus corsairs anyway?
But that's just digression.
While the police is as outnumbered as they are, in, say, lolberty, as there are not a whole lot of people going in there outside of pirates/lolcasts, I think navy sshould still deal with them.
