The only reason that the LWB wouldnt let them dock is that they try to keep a more or less good imagine in Rheinland, letting pirates, that then try to rob civilians dock at their base doesnt really help their image.

This is inRP reason, which nobody cares about, because nobody represents the common, because there are no consequences for inRP stuff, while during this stuff, LWB might be locking out gameplay possibilities.
There once was FR5 to use against unwanted persons, now with one flick of a keyboard, that is gone and substituted by system, which actually denies every single ship using Pirate ID to dock on Molly and LWB station.
So let's say for 1 troublesome ship who has Generic ID ( used all across Sirius and even in Gallia ) you are lazy to deal with, another one ( having no relationship to the first one, but using the -same- Generic ID ) might have less possibilities? Oh goodie. The top notch of official faction forcing elitism onto others, imho. And I though official factions are to be open-minded and inclusive (if such word exists) about gameplay and roleplay.
Admins burden us with rules, where we must take evidence to show we are not guilty, then there is outdated laws, which people-in-power can't update and sort properly and now we have official factions deciding attitude towards ID, which is used by I-can't-imagine- how many times more players then they have members in their faction or even users of their own ID.
I say taht is a bit too much, but that is my opinion. Comments?
I would prefer if the devs managed the reps and nerfs directly. I do not like the idea of every corporation having direct access to BHG equipment, for example, which is a predictable result of everybody asking for it.
But if this is the direction we are going, with official factions having some input into their diplomacy, then this specific scenario is perfectly reasonable.

This came from the devs, afaik. I never asked for it, maybe a couple did but I can't recall it.

In the eyes of the Mollys, no indy pirate deserves the right to dock. Thus having to file a FR5 on every character to include ones they don't know about is a rather poor approach. Setting them to hostile or no dock is a far better solution. Not all criminal factions operate that way though.
