The military ID exists to give more roleplay options. It's all part of the delicate and controversial balance between regulating roleplay and allowing more roleplay freedom. Sure, there aren't many people that use it, but it's there... who knows what awesome faction may come up and need exactly that ID to describe them?

Well, the mercenaries have right to escort traders and scan their cargo for contrabands...
Although I admit that's the main reason I shoot at bounty hunters, hehehehe!:P
If I am inside a house space and the house navy stops me and ask me to drop an illegal cargo, I tend to respect and either drop it or try to run away. Very few are the cases I engage in combat with them.
But if a bounty hunter NPC stops me and ask for me to drop my cargo... "Hey, you are just a damn mercenary, you have no right to do that, prepare to die!";)
i could see the generic military ID work for independant military groups....first one that pops into my head is the HF.
just an idea: what if former military guys built their own army from unhappy residence in an effort to forge a new house....almost like a civil war or coup. they wouldn't have to try to remove the existing govt. but set out to forge a new one somewhere else? then maybe that would work....right?

Just found one case!!!
A faction which wants to found a new and independent house system! Like all the house systems, it would be very organized, lawful and enemy of any pirate... but they should protect themselves from another house systems if they try to invade them!
I don't think there's any faction with that, but seems a brilliant idea! A group of colonists who goes to a far system and tries to colonize it and form their own independent but lawfully organized system!;)
I don't know they fit the zoners... zoners want to live far away from everyone but I think their motivation is different... "be away from the big houses" not "found a big house":P

What about founding one faction like that? I don't believe there's any... the problem is that you should create an NPC faction for them to be aligned... or maybe they could be classified as "Zoners" although they are not really zoners...

interference, and therefore could be seen to be hostile ...

Well, I have to admit I visit other houses with a Kusari Naval Forces ID... if someone stops me, it's something like "I'm visiting relatives", "I am in an unofficial Kusari mission outside of their systems and offer no harm for you" but no, I wouldn't get mad if they still be mad with me and ask me to leave or kill me on sight... they have all the right to do that!;)
Edit: The new house system could grow very slowly, and never reach more than 3-4 systems, never be as large as another house systems. But would be nice to see players working in an organized and lawful plan of "colonizing and creating an independent system". Even being pretty much smaller than others (and maybe eventually having to do alliance with some unlawful faction to survive) it would be interesting and exciting, IMHO.
