What is really needed is a good and commonly known way to lift the rephack for the smuggler. It will encourage them to communicate with Police factions (preferably) - that way giving both sides some specific and unique roleplay. And bribes, bribes, bribes, running from Tie-fighters and carrying rebels under the fake floor.
Problem with Smuggler ID is "YOU CAN"T RP IT" To RP a smuggler means contact,contact means your caught,and caught means FR5. So basically a Smuggler ID is now an Avoid RP ID. That is why every smuggler now is using junker ID's. So they will always be able to land on Junker bases no matter what lawful catches them. Just do not be stupid enough to go and land on junker base if lawful's are chasing you. Then even Congress will FR5 you.
Right now basically Smuggler ID means avoid TL's,and all other players. All players,because as proved in sanction/RF5 reports even a freelancer can screen your cargo,send to lawful,and get you FR5'd. BS yes,but it has been done.
I often ran into Slaver IDed players and Smuggler IDed players using the tradelanes with illegal cargo. But what's the point in it? It's the shortest way to frustration for one of sides at least. Police and Military get a confusing situation, Smuggler and Slaver get shot most of the times But, uh, players provoke all that.
Acting like a an amateur in risky business is wrong and won't bring you the desired roleplay, it will bring you frustration.
In the meanwhile, Smuggler IDed player gets a lot of roleplay opportunities if got caught. But if he starts to run, he is doomed.
Try lying to law-enforcers, lie beautifully and they will fall in love with the baloney you give to them. There are players who want some good roleplay behind the other ships as well, keep that in mind.

Hmm you never been caught in Liberty,or rheinland. They demand cargo drop/fine,and then FR5 you. RP means crap all to them. Their first response is to run to forums,and tag you hostile. Even if a merc/BH/Freelancer scan you. You get FR5'd. So why even bother with Smuggler ID? Smuggling pays no more then legal cargo's,but you have to avoid TL's/players or all your possible landing zones get taken away.

In order to do that, they need to fill in the appropriate 'paper work' and give it to the Admins for a review.
IF and that's a BIG "if", there is enough evidence to support the request, then it happens.

There is only one Freelancer that works for Rheinland Military. And, eh, for all the time flying for a Police I never saw a Smuggler that will try to roleplay his way out. At the same time, most of the Smugglers tried to run and got shot in result. Running is really not the best thing you can do. Smuggler should avoid the lawfuls, bribe them, lie to them, not ask for being shot.
