Long story short, Interspace is considering selling shipping insurance on the forums again, but I'm not sure just how much people would pay for it, so I'm asking the forums. If you could please answer the questionnaire it would help us a lot setting up and making it viable for everyone.

Yea, the 'excess' is what you have to pay your insurer when you claim. You don't really pay it but it comes off the amount you were insured for...so if you claim for say a 50000 credit loss, you only get a 47500 pay out, thus your excess would be 2500 credits. The lower the premiums, the higher the excess and vice versa.
This was tried 3-4 times before- didn't worked. It wont work now- why?
Game mechanics and metagaming.
Trolls would blow themselves via friends to have the insurance.
IC lovers would meta-game the names of the inssured ships and hunt them specificity.
On the same way that lets say base in Gallia makes equipment that is used by Sirians.
