CAU8 Hegemons are unvalid rethorics because one can mirror them back easy as in a CAU8 Pirate Transport will most likely always win easy against an CAU8 Hegemon.

But in the wild west, the robbers and the miners didn't have elaborate starships to assist them in their work.
And people use the Hegemon because it's cheap, has a decent cargo hold, is rather quick, and has decent firepower. It's fine just the way it is and is easy to use/attain. Why do we need something else?

It can be easily done already, you should just learn how to do it right.
All I see in your original idea is result of some massive butthurt from the fact that you can't solo-mine and not get blown up to pieces by any random pirate. That's not how one mines properly.
I've had a good chunk of my total income in disco from mining, and I've been in each and every mining spot with each and every ID possible, and I never felt the need for anything better than a Hegemon for mining... Why? Because I always had a scout by my side, and I never got pirated except once or twice.
Giving powerminers something with gunboat firepower will only kill group mining even more. Because... Why should someone even bother talking to an escort/scout if they're in a Cap8 Miner-Gunboat-Thing?
So that's a 'No' from me. If you want to force pirates to teamwork, do it yourself. 2 GBs & a PT running from 2 Mafics and a Dacite is a fun thing to watch, but that rarely happens... Go figure why!

The Junkers have the "Salvager" Frigatte/GB, ALG even has an 5k "Golem Heavy Mover" Transport capable of mining. But thouse are strangely capped to mining scrap. Why should the Factions that generate most income in FL not have good, if not best, ships?
Why not force Pirates to Teamplay for a change, instead of making it so very easy for them to solo entire Groups of Miners/Transports in a single Kusari Explorer for example?
There are several industrial/transporter ships that can defend themselves from varying threats in the mod already.
The (various) liners and the Shire (possibly also the Akegata) are recognised as the toughest, with the highest dps output. They take on cargo pirates with room to spare.
The Hegemon is a beast that only suffers due to the four mining turret bonus- reduce your number of mining turrets and you increase your offensive power greatly. It has good agility and the ability to fire a tcd backwards.
The ALG Golem suffers due to the low number of turret hardpoints, but it is very tough and has staying power.
The Mafic is the most defensive/offensive mining ship out there due to dodge capability and the Snac. The ability to mount fighter weapons allows you to defend other mining ships/transports from bombers effectively.
If all else fails, and the pirates keep logging on -in your field-, rename a gunboat/bomber to match your mining ship. Watch them log on. Cue hilarity.
If you want to win battles consistently, use a high level Capital armour.
Edit: The hegemon is actually very good at fighting. I've beaten up Hessian gunboats in it.
as a mining faction leader, I disagree with having gunboat class miners.
Mining isnt meant to be an indie activity. if you cant survive on your own, go join a mining faction or form your won group. but as it stands mining is not meant to be an invulnerable activity.
let alone the fact that corporate IDs dont use GBs
I want gunboat-like 5k trains for IC| since those darn the lol hackers (specialy with alts on forum) are demanding all our cargo. They should get a job instead of roleplaying their roles as ~pirates with mean guns to hurt our paper-like civilian trains.
Let's talk of Miner Battleship for Very Important Operations.
You are obviously doing it wrong. ALG "Golem" Heavy Mover is a mere transport with a special faction-wise ability to recieve bonus from mining; Salvager is a damn expensive faction-wise analog of Pirate Transport with gunboat turrets and mining bonus since it fulfils quite a lot of roles at different times.
Hegemon is a monster with large amount of turrets and heavy armor. Several of them working in team are quite capable of self-defence even without the additional escort ships, though, some ships hired to secure a mining operation are a pretty logical part of gameplay you may avoid only due to a total greed. In fact, Hegemon got an impressive survivability and usually the dead ones are the ones who went "Ha, you can kill my ship, but you can't kill my honor."
Basically, as it was said, th changes in mining mod were implemented to stress the effecience of teamwork during mining operations; so no gunboats for solo miners; hire a gunboat escort and be happy.
