It's not groundless. I don't have to give specific examples and start a flame war to satisfy you. Ingame activity must exist to represent significant roleplay between characters and groups, or the forumers become elitist patricians. End of story. I am dropping this point.

This isn't a flame war. I'm merely dissecting your arguments. I'm honestly desiring some kind of example of the activity which you strongly detest.
If you really don't like the way this thread is going, ask for a lock, and start a new thread.

I do not wish to risk offending the involved parties in such activities. Needless to say, I am not here to dictate others' RP. I am merely proposing some revised, proportional play-hour heuristics. The 30 hour rule exists for a reason: to guarantee ingame activity. Thus, ingame activity is required for a faction. This is not up for discussion. How it is achieved is up to the faction. I am not going to nitpick a faction's ingame activity with relation to their forum roleplay. I am just interested in tweaking the hour requirement to accommodate the trading factions, who have a harder time racking up hours, and the house factions, who need to rack up more hours.

I think 20 hours for trading factions, 50 hours for unaffiliated ID factions, and 80 hours for house militaries/outcast/corsair is reasonable. Militaries are a BIG responsibility. Kishiro? Not as much.
EDIT: Wondering about factions like Xenos, Rogues, etc.

That sounds pretty arbitrary. I don't see why some factions would need much more activity than others.
