You need some grammar and sentence structure fixing. It really stumbles later on in the reading thru it, and gets kinda redundant at times. Just for reading thru it that is, if you read it out loud its really hard to follow at times. Its not a bad run down over all though. I will help ya fix things up if ya want.
As for the ranking structure, I agree, it does need a rebuild. The limited List of ships is a waste I say for now, if only because having only 2 people's ships and showing a bunch that have no names, makes it look disorganized. Either you know who is who and can list it, or you should leave it out. Just makes you look bad as a group.
It also is kinda funny that you have the Ranks as midevil like titles, and from a monarchy archtype, yet say you are Fascists. A quirk I found interesting, not knocking it truly.
Terrorist ID exists, but is restricted from mainstream use. The reasons for that are simply to keep people from abusing it for PVP whoring. Being a terrorist is not an easy role to play, saying that you are a terrorist will imply that you have EXCELLENT RP skills, if only because to get such and ID you have to perform at such a skill level originally. I say this only because you blsted Vegyaar for pointing out Only what you yourself put up there, when he was correct, and correcting someone else. Thats really rude, but to make it worse, he was RIGHT! heh.
You can't be a pirate at times, a Freelancer others and always be a terrorist. It simply won't work.
Pick ONE ID/IFF and stick to it, makes stuff SO much easier for everyone in the long run, and shows solidarity and professionalism.
Tags... If one uses it, ALL should use it. Again shows professionalism and solidarity. Or None should use it. (Which I don't advise.)
I'd drop out the HUGE list of Laws. Its great in theory, but looks like a HUGE BLOCK OF TEXT and well thats never good. If they are important to the RP of the group, put them in as a second post in the thread.
The Rheinland Pirate Ship has (SRP) next to it, if that means that EACH one needs SRP Approval this is going to be a mess.
These are the ones that really jump out at me. Hope it helps, and let me know if you want input or fixing the writing up.
Good stuff overall. Just need to keep cleaning things up and you might have something worthy of Official Status one day and actually make the Long Term Goal of getting a home actually happen.

You seem to confuse few things- CBF was formed AFTER the SRPs were closed which means we CAN'T SRP a terorrist ID, no matter our RP skills.
Second we have only 1 RPC.
As for ranks, we have Lord Gothera that kills anyone who oppose him so I guess monarchistic titles are fine...
You also seem to miss huge part of our RP, we are not all united and bound, we are quite separated with each fleet wish to become the dominant one.

Well it can't claim bounties cause it would be almost a perfect ID. collecting bounties and pirating sirius wide ? Don't think so.
