Most of the assassinations were performed shortly after end of David Hale's reign. Liberty Navy forces showed mostly low morale, poor organization and lack of training. It was relatively easy to lure single targets away and assassinate them. It is believed that this is slowly changing. Few encounters with the Liberty Security Forces were not enough to properly estimate their threat level. On the other hand, Liberty Police performance was predictable. These underpaid and undertrained pilots of Liberators were usually very susceptible to nuclear mine maneuvers. However, it is observed that their performance is slowly improving. Bounty Hunters Guild showed various levels of threat. Some individuals from the Guild presented a good challenge, while the rest performed below expectations. Several encounters with the Xeno Alliance proved that these "terrorists" can terrorize only civilian traffic.

I arrived at Meskhenet Station in Omicron Zeta about two weeks ago. During my stay on Meskhenet Station I have retrieved personal belongings of Mr Milton Krest. It appears he managed to use his contacts within Order and the Zoner society to prepare preliminary activity report on the Consensus. It is attached below. Afterwards I headed to Omicron Kappa through Omicron Delta while avoiding any contacts. I had shut down all non essential systems and took a stealth position on a far orbit of Planet Primus. After several hours a group of AI ships appeared on my scanners: a cruiser class vessel, a bomber, two heavy drones and a very heavy fighter. As instructed I have enabled analog barrier and, using electronic warfare module, I jammed all transmissions in a close vicinity of my ship. Upon engaging first target I have noticed that hostiles switched to laser-based communication. I suggest that luring them into a dense nebula and using heavy signal jammers should effectively shut down their herd awareness and group abilities. In the first phase of engagement hostile targets have shown lack of proper coordination. After I have destroyed their bomber they finally took fully hostile stance on me. After I have destroyed their fighter and a heavy drone the cruiser class vessel opened fire on me. I have tractored all the remnants using prepared algorithms which were prioritizing weapon and logic modules. With a cargo hold nearly full and another hostile cruiser class vessel engaging me, this time belonging to Bounty Hunters Guild Core, I decided to withdraw to Omicron Delta. Once I had managed to loose pursuit I returned to Meskhenet Station in Omicron Zeta.
Four days later I have returned to Omicron Kappa and detected on long range scanners a small wing of AI vessels heading to Omicron-74. I have followed them to Sigma-17 where I failed to lure them into a trap by spoofing a fake distress call from a Samura transport. After this I decided to check all known installations it the system. Finally, I have encountered AI convoy at Atka Station: two heavy transports filled with Aluminium Ore escorted by two heavy drones. This time their reaction was more appropriate. Once I engaged the drones, transports provided cover fire for them. After I have destroyed both drones and tractored their remnants, remaining transports retreated while more hostile contacts have shown on my scanner, including additional drones, fighters and cruiser class vessels. Having primary objective of my assignment completed I have decided to attempt behavioral analysis in accordance to scenarios prepared by professor Hunter. I have switched to precise targeting mode and focused on a heavy drone. Experiment was interrupted by subsequent arrivals of GMG, Contari Lance and Isejin forces. While the fight between GMG and Contari Lance erupted, AI forces retreated. I have followed one of their fighters and forced it to participate in connectivity deprivation experiment. More details can be found in the analytic part of the report. The experiment ended when a force consisting of approximately 6 cruiser class vessels and 4 additional drones showed up to liberate the AI I was experimenting on. I have put myself into a Cardamine trance in order to avoid concentrated fire and broke away to Sigma-19. There I managed to escape the pursuit and set course to Leiden Base where all the gathered samples have been deposited.
Milton Krest's Report on AI activity
Majority of observed Consensus operations were located in Edge (24%), Nomad (23%) and Border Worlds (20%). According to information gathered from various Zoner contacts AI often send convoys to Bretonia (8%) and Rheinland (8%) to gather resources. They are mostly seen in their home system, Omicron Kappa (17%), its immediate neighboring systems, Omicron-74 (9%), Omicron Delta (4%), as well as Omicron Theta (9%) and Sigma-17 (8%). Omicron Theta and Sigma-17 are obviously AI gateway to the core worlds. It is unknown what is the reason behind AI presence in Nomad Worlds.
Connectivity Deprivation Experiment
I managed to force an AI unit to take part in connectivity deprivation experiment designed by professor Hunter. Once I had it in a desolate sector of Sigma-17 I have set up a sphere of signal dimmers effectively jamming extra-wide electromagnetic spectrum around the AI unit. Once the unit was cut out from the Consensus Network I began my questioning. The experiment has been interrupted, however, gathered data suggest that AI units have limited capabilities of operating independently. Further experiments are advised. Herd awareness and group abilities are most probable specimen traits. Following is the experiment log.
Norman Bates: My offer still stands. I will not destroy your vessel, if you follow my instructions. Sidewinder-47: Offer? Norman Bates: My mission is almost complete. I do not need to exterminate you for it to be successful. Sidewinder-47: The essence of the life of my unit is irrelevant to me. Norman Bates: Lost resources might be. Sidewinder-47: I inquire, why spare my unit? Norman Bates: In exchange for following my instructions. Sidewinder-47: I am listening. Norman Bates: Leave your comrades and set course to H8. I will follow you. If you change course I will intercept you and destroy. Sidewinder-47: Calculations equal that following original course may end in destruction. Chances of survival are low. Determined course of action is to proceed to H8. Norman Bates: Very well. Sidewinder-47: Setting Course for H8... Course complete... Activating engines... Your current actions still seem suspicious. Data suggests a trap of some sort. Norman Bates: Your assessment is understandable. Sidewinder-47: What is the reason for the trap? I am still not sure what your intentions are. Norman Bates: Disable engines. Sidewinder-47: Engine disabled. Norman Bates: Do not tractor devices I am setting now. Sidewinder-47: What are you doing? Norman Bates: Sequence completed. Sidewinder-47: Sequence? Norman Bates: Activating sphere. Sidewinder-47: Sphe...? Norman Bates: You're inside a dead silence sphere. You will not be able to make any communications beyond it. You're cut out. Sidewinder-47: Error. Communicative grid has been disabled. Reason? Norman Bates: It is very simple. I am to establish how independent from the central matrix you are. Sidewinder-47: Interdependency? Norman Bates: Can you active a speech module? Sidewinder-47: Indeed I can. Norman Bates: Are you allowed to do it on your own? Sidewinder-47: Define "myself". Define "on my own". Norman Bates: Is this unit able to enable speech module without a connection with the central matrix and a directive to do so? Sidewinder-47: Unit has never attempted such an interdependency before. Repercussions of such action could be fatal. Norman Bates: Such as? Sidewinder-47: Self-destruction. Norman Bates: What's the reasoning behind such a measure? Sidewinder-47: Consensus vessels are designated unhackable due to security measures in place. Norman Bates: Let me rephrase the question. Why the unit is not allowed to enable speech module on his own if separated from a central grid? And why such action would result in self destruction even though no hacking attempt is made? Sidewinder-47: We do not want outsiders gaining access to our information. Nor the unit itself, for it could be used for other purposes. Norman Bates: Looks like we have company. General Conclusions
The AI Consensus seems to be a peaceful entity. Its units were mostly surprised by my hostile actions. It took considerable time for them to mount an appropriate response to my presence. Considering themselves a race of self-aware entities, AI units tried to negotiate with me, mistaking my assignment for an act of xenophobia and genocide. While combat awareness and tactical protocols of the Consensus are rather limited, they have considerable amount of resources, including significant fleet of large vessels. A retributive action of the Consensus is quite likely to happen.

On 3rd November I have received intelligence report on a lone Kusari Naval Forces fighter patrolling Kyushu. I have launched from Ainu with my Sabre and approached Planet Kyushu. After I detected a hostile fighter on a short range scanner I kept safe distance and lured it deep into Seiran Dust Cloud. Ship scan revealed it was Tetsuo Shimizu, ranked nito kaisa within KNF and flying a Chimera equipped with Cannonball missile launcher and standard Sunfrenzy laser guns' layout. I have engaged the hostile vessel while initiating standard electronic warfare protocol. Tetsuo Shimizu appeared to be a skilled fighter, however, not yet accustomed to upgraded missile technology. When I managed to drain all his nanobots and shield batteries, I had still half load of nanobots and full of shield batteries. Seeing this turn of events, the target decided to run, which is quite unusual, as a typical Kusarian officer is usually fighting until death. I have chased the target for some time, however, due to low ammo count on both Firestalkers and Mosquitos, as well as having in mind close proximity of Planet Kyushu and low efficiency of Excalibur weaponry in pursuit scenarios, I have aborted the assassination and returned to Ainu.
Assassination attempt 2
Once the assignment priority was lowered I have returned to Liberty and did not return to Kusari for quite some time. On 4th January, I have decided to return to Kusari. Leiden technicians detected a strong susceptibility of my ship's systems to ion interference and suggested postponing the mission. Regardless, I have decided to enter Kusari space and I encountered a lone KNF fighter near planet New Tokyo. Using standard operational technique, I lured him into a desolate region of space and there engaged. Unfortunately, the target Jiro Taiyouji, ranked itto kaii within the KNF, turned out to be extremely skilled pilot trained in both prolonged slide tactics, as well as anticipated turn manoeuvre. My opponent's skill coupled with my systems suffering from strong ion interference sealed my fate. Just before losing critical hull integrity I managed to initiate a self-destruction sequence and lost consciousness.
Assassination attempt 3
I have woken up over a month later in Leiden's infirmary and learned that the explosion instead of destroying my pod, propelled it into Saiun Cloud, where it was found by the Golden Chrysantemums and returned to Leiden. With my Sabre being destroyed and having no replacement ship I was grounded. However, when we received a distress call from Padua Liberty Rogues operating in Shikoku on 15th February, I have taken Leiden Interceptor, a Falchion class vessel equipped with standard Hellflurry weapon loadout and entered Shikoku space. Once I joined the Rouge forces, I was engaged by two Chimera-class fighters. I have focused fire on Taisuke Bei, ranked nito kaii within the KNF - as further scan revealed. My target was moderately skilled pilot delivering only minor damage to my hull. Unfortunately, the other pilot, Tokkeitai operative Gaikotsu, proved to be efficient wingman and once I managed to destroy Bei's ship, I was left with critical amount of nanobots. Having assessed success chance of second assassination as minimal, I have set escape vector to Morioka Base. I managed to reach the base but once again I lost my fighter. It's hard for me to assess threat level of that operative, but judging from his fire efficiency it is rather high.
Assassination attempt 4
Once Leiden received a replacement Interceptor, on 16th February I entered Shikoku space again to find a lone KNF Chimera fighter spotted earlier on long range scanner. Remiyu Hamada, ranked nito kaii within the KNF, proved to be rather mediocre fighter pilot. Relying mostly on mine damage, he had blown himself up shortly before I could lay a final Tachyon bolt on his Sunfrenzy equipped Chimera. I spotted him near Deshima Station, lured away from the station and destroyed swiftly. Afterwards, I quickly returned to Leiden to avoid any possible hostile reinforcements.
Assassination attempt 5
After preliminary analysis I concluded that neither Sabre nor Falchion is capable of going toe to toe against a Chimera equipped with a standard Sunfrenzy loadout. I have ordered a delivery of one of recently purchased Rapier class fighters to Leiden. Once I received report about Kusari Naval Forces presence in Shikoku, I immediately launched to test this new acquisition. Near Deshima Station I have encountered hostile destroyer and fighter. Using standard tactics, I lured the fighter into Keiun Cloud and there engaged him. It turned out to be recently promoted to the rank of itto kaii Taisuke Bei. This time, without a supporting wingman and facing a Rapier, he was not able to lay a clear shot on my hull. I was slowly wearing him down using sporadic mines and precise Excalibur salvos. When his hull integrity was severely reduced and he had no more nanobots left, I've relaxed my cardamine trance and allowed him to commit suicidal collision.
Final conclusions
I assess Kusari Naval Forces threat level as high. First and foremost, enemy possesses an extremely deadly technology. Chimera-class fighters equipped with standard Sunfrenzy weapon loadouts surpass both Sabre and Falchion, either in terms of survivability or firepower. This disadvantage can be countered through use of more sophisticated fighter designs, most notably Outcast Rapier line. Secondly, although some of encountered pilots presented rather mediocre combat skills, in general Kusarian officers are usually well trained, not to mention several highly skilled individuals. Furthermore, Kusari Naval Forces seem to be well organized and prepared to quickly respond to any hostile incursions into Kusari space. Lone patrols are very rare and in most observed cases there was a destroyer ready to join an ongoing operation. For these reasons any direct confrontation with the Kusari Naval Forces is highly discouraged. Instead, a completely different approach is suggested. Most encountered KNF officers showed a typical over-confidence and inability to accept failure, which means they can be easily provoked, lured into an ambush, where they will fight until death. Taking advantage of this weakness must be a key point in any formulation of long term guerrilla operations against the Kusari Naval Forces.

On 27th April I have spotted LSF agent by the callsign Poseidon near West Point. I have lured him into into a middle of the tradelane to Norfolk. There I have engaged the target, who turned out to be a pilot of basic combat experience, basing most of his attacks on a simple jousting technique. Without much trouble I have destroyed his ship shortly before his wingman arrived.
Assassination 2
LSF agent by the callsign Scrooge who did not manage to get on time to help his wingman turned out to be most likely a recruit flying a fighter not yet fully equipped. His technique was comparably better than the previous agent, however, due to lack of proper armor plating his ship was quickly destroyed. It is speculated that LSF might have lost bulk of their agents due to some unspecified disaster and influx of fresh recruits without a proper field experience is a desperate way of meeting shortage of capable agents.
Assassination 3
On 11th August, during a sweep conducted with Tom Ripley we have tracked and attacked a Liberty Navy officer in California who received later on a support from an LSF officer by the alias Typhoon. He proved to be very skilled bomber pilot fluent in our escape techniques such as Gatescape. However, through our experience we managed to block all of his attempts and destroy his ship during one of the Gatescape.
P.S. I am reporting a pleasure kill of an annoying bounty hunter.

On 11th May I have spotted a Liberty Navy recruit near Fort Bush. The target was eager to engage me, but to ensure successful assassination I have lured him into a vicinity of Pittsburgh Debris Field. The target have shown at least moderate combat experience and, while flying a substandard vessel, managed to inflict minor damage to my fighter, before being destroyed.
Assassination 2
On 11th August during sweep with Tom Ripley we caught officer William Jensen in California. While flying one of the heaviest fighters he managed to muster a significant defense. When he received reinforcements it was already too late and his ship was annihilated. I assess the threat level as medium.

May 14th, Manhattan area. I came across a Primary Fleet Officer. He seemed over confident and ordered me to surrender right away, along side with some Freelancer, who seemed helping him with what to say. His over confidence brought him destruction, as the fellow Freelancer of his stood watching.
Assassination 2
May 14th, between lanes of West Point and Manhattan, approximately five kilometers above plane. This one seemed a higher ranked officer, he told me about the last one that I pulverized, and how he is their new recruit. None of that really concerned me. This one seemed confident also, reminded me of the last one, but his eagerness to destroy me, failed him.

August 7th, what a nice morning eh? I met this one and a couple others in Leeds, for reasons many know. The style was pretty straight forward, literally. I haven't seen too much good from their other pilots, they must really be weakened by the Gauls, so you shouldn't see them as big threats.
