Power Core nerfing might be a quick and dirty fix - but i think the "core" of the whole drama is that while the Zoners inRP are a very heterogenous group where none of them should really care at all what happens to the Zoner at the other end of Sirius they are ooRPly mixed into the same bag witht he identical IDs.
To me introducing seperate IDs like Tau, Omega, House, Omicron North, Omicron South -Zoner would open up a more realistic diplomacy and interaction for all of them, including a regional neutrality.
Now you just need to slap a proper wording of each ID on it, defining a clear cut ZOI, introduce the ability to fend off intruders non native to said ZOI (aka a TAU Zoner might neither pew an OC, CR, or Gaul - but a Omega or Omicron south one can fully do it) and here you go, neutrality to those you should be neutral to but more flexibility for the less defined areas of zoner pew and rp

The Junkers don't have any caps - in fact the largest purely offensive ship the Junkers have is a SHF/VHF.

It's becoming apparent I haven't played a junker, ever.
But zoners having a capship doesn't nesseccarily break lore.
Keep in mind that one of the ships is a "deep space explorer", anyone could have a use for that, with the right inRP goals.
heck, it could be used in place of a base to monitor space anomalies in border worlds and go back to dock when resources run low or surrounding space gets too hostile (I.e. nomad space)
I think this discussion makes a few mistaken assumptions though, but this is just my opinion:
All zoners are united. (which is against the lore)
but on the other hand....
There can't possibly be a group of people among the loners/zoners who have the resources and just chose to distance themselves from politics in whatever scientific or other pursuit they may have.
I mean these guys constructed bases, for cheese's sake.

1. Imo lot faster and easier solution than waiting few months (or years) before zoner caps are rebalanced to be more defence-oriented ships.

Seems fair and sensible. just dont mess with the TAZ ID because, you know, we actually have a reason for pew capable caps. (you know, the whole system to patrol and defend.)
Yes, because the TAZ, the guys who attacked Gallia and got them pissed at us in the first place, are definitely the ones who deserve caps. Because their lore is totally more valid than everyone else's and they TOTALLY HAVE THE RESOURCES AND BASES TO SUPPORT CAPSHIPS.

so argument rages back and forth constantly about zoner caps.
some want them removed or heavily restricted, and others QQ.
Here's an idea for consideration: (credit to Pavel for his idea which is part of this suggestion.)
Make an 'indie zoner' ID which allows caps but is red celled to them. edit: perhaps, as has been suggested, a technerf to 30%.
change the current zoner ID into an ID for phoenix keeping the full use of caps.
Reasoning: for those indies who RP with caps, you are perfectly capable of RP even at 30% powercore.
for the pewmongers, well they cant do much with 30% powercore so they either stop or go to some other faction.
