Sarah of course has a good point that every faction is an RP faction and there are non-PvP options available in most (CR| has the Movers, scouting, intelligence stuff for example).

All navies are by default pvp-factions, it's their roleplay to shoot at lot, and there's absolutely nothing wrong in that
Thanks for the advice though, I think I should have been more specific: I am looking for a faction (official or unofficial, makes no difference to me) that has talented/skilled/knowledgeable fleet commanders, that focus on fleet combat and in time will give me the option of piloting a capital ship myself, will teach me how to operate efficiently in fleets, and has a lot of enemies to shoot at. Heavy focus on capital ships, fleets and strategy.
I have all the fighters I want and a couple of characters I enjoy playing but I hit the wall: Now I am at a point where I can just start to amass more ships and more armor, and I know from experience I'll grow tired of the game quickly that way and end up never playing the few characters I have that I enjoy roleplaying. I have 1.5 billion credits or so, and I want to invest them in a capital ship I can have fun in and enjoy the fleet combat side of the gameplay if it is still there.
Hessians, Rheinland Military as well as Colonials are the only npc factions with proper groups that offer these things on a regular basis / outside of events?
[RHA] and [RM] are rarely using capital ships, almost never in masses. And I'm not sure that you'll find any kind of fleet commanders among unofficials. AFAIK, organised RNC raids're gone.

If you're looking purely for (easy) pews, anyways, as these ships are currently leagues ahead of most of the competition.
As has been stated, though, joining an official faction is generally not something you should do if you're looking for PvP only. For that, there's (lulzily named) indies and Connecticut.

I don't think there are any official factions out there that focus on using capital ships. Generally, they require a high rank that takes time and effort to achieve.
GRN| is a good option if you like large fights with the odd gunboat, cruiser or perhaps even Valor thrown in. Plenty of enemies, and an active list of members means there's a lot of shooting to be had.
BAF| apparently is a good option for caps as they have a semi-indie cap fleet (BAF|A-) that you can get into without ranking up first. That, and they're fond of fielding caps. According to certain people on Teamspeak, however, their fleet commanders are not the best.

Not really going to find that around anymore to be honest. You're best off making an LNS indie and rolling with the SFC guys or something.
