Since the Reapers kinda died off I was wondering what would become of the System? Will it be taken over by a new 'Reaper' faction or will it be transformed into something more...Sinister? (nerd)
Nominally I'd say "leave it for a new Reaper faction", but considering the fate of the Hellfire Legion and Colonial Remnant, handing it over to the SCRA makes a bit more sense.
Take into account that the SCRA are atleast canonical to freelancer.
I'm not opposed to adding player factions as NPC groups, but if you're going to do it, get serious about it. Caymen is a glorified guard system, and the NPC group has nothing beyond that and a few NPC patrols in Omega-50. They need to be spread out a bit so at the very least their ships and lore are encountered by newbies who are excited by something new. Especially if they get their own tech. It needs to be accessible.
My suggestion would be, if we want to keep the RoS NPC faction, to give them a bit of range. Give them a few bases in the Omegas. Have an SCRA/RoS NPC war region. Give them missions. The same applies to HF, CR, and SCRA. Put some CR raiders in Tau-44 in a hideout base. Have an SCRA cell based in one of the random empty systems near Rhineland. Hide some HF battleships launching NPC patrols in the Canada Systems. Something interesting.
Then, as newbies explore, they're more likely to run into the NPCs. Get curious. Maybe start off as indies. Get a faction going. Give them a crazy profitable trade run or two.
But if you go through all the work to put in a player faction, make it count.
For obvious reasons, I approve of an SCRA Cayman. It'd be nice to expand the SCRA as something more than some "pee-wee" faction as a certain Dev liked to call us. The SCRA certainly has the potential, manpower, strength and logistics to support an invasion and takeover of Cayman. It certainly helps that the Omega-52 Jumphole and Cayman Jumpholes are in the same asteroid field as well.
