AFAIK, Freelancer ID can't do any of the things you want to do - normally.
You could probably either swap to a pirate ID like most other people seem to suggest, or you can roll with a pirate ID'd organization placing bounties on the targets you want (at least until you can apply for an SRP for terrorist IDs).
Can't speak for the corps of other houses, but Rheinland house corps are heavily entrenched in the Rheinland government - they're the industrialists that back and call a lot of the shots in the background - which means that if you're shooting Rheinland lawfuls, the corps are probably going to start shooting at you (x.x we've got more militant corporate players than militant military/house int players).
Not really liking retconning BDM lore to insert yourselves, without talking to us first, but give me a shout and we can arrange for some RP.

Practically we can, many things written in the Pirate ID are similar to the ones written in the Freelancer ID. In the Freelancer ID, it also calls it 'Quasi Lawful' which suits our roleplay and Judging the fact we're neutral to corporations and some Trans-Sirius factions, the pirate ID won't suit us as that makes you hostile to all lawful factions.
I see about you point there. However we will still treat Rheinland Corporate factions as neutral. We will treat them with caution and in case they plan to backstab us after co-operating, we are going to turn our stance as 'Unfriendly' then.
Somewhat Sirius Coalition wannabes. Serious, too many things familiar. Same diplomacy, same goals towards Houses, towards civilians, towards intelligence factions and pirates.
Could be easier to do all of this if you made Coalition ID faction. Unlimited ZOI, attack of House enforces allowed, good tech combination and enough allies around to use bases to dock.
Freelancer ID cant do all the things you want to do, unless you take Pirate ID, which will ruin your RP about protecting civilians.
Serious, go Coalition. More sense and less pain.

how do you plan to do it without propoganding around people that they must revolt against government? Simple assassinations of government workers? That will not work, more corrupted will take their place. You need more then group of people who want to attack on LSF and LN. Besides, attacking house navy is not cleaning out corrupted government. You want to do exactly this.
But how do you actually plan to do it in freelancer? We dont have Liberty President and Parlament flying around in caps to actually 'kill' them.
Your faction -will not- work out. Not like this. Not with current ID. Not with that limited RP behind your lore.
And yes, 'corrupted houses government' thing becomes too old and boring.
