That would be considered metagaming, which is against the server rules.
Two characters. In that post's example, an Outcast and a Zoner.
Two characters in real life. Say Phil and Steve. These people never met before.
Jack walks over and kills Steve, how would Phil know about this? Why would he care? He never met this person in the first place. He wouldn't go and kill Jack because of something he did that was none of his business.
Same thing in this situation. Your two characters are not the same people. They wouldn't know what happened to the other, unless there was specific roleplay done beforehand of their contact. (It's not really accepted to do that spontaneously however in game, that's usually seen as a dirty move. Skirting on the rules edge in that case.)
True, against the rules since long ago, the only problem is to prove that the character that's attackin you is in fact the one who docked. Some people are smart enough to undock a pair of sistems of distance, but i have seen (and suffered) to make dock a miner in front of me just to undock with a rheinland gb all guns blazing, cases like that there' too many. Th guy who sent the report had luck of being able to prove the metagaming
Ok, another option then. Character in combat ship can somehow know about piracy act. Trader announced it in system chat, for instance. And he belongs to same or allied faction as trading ship. Kishiro and KSP, for example.
That does sound a little more reasonable. As long as you play it with no more knowledge than what was announced in the system-wide-comm(chat) that seems to be fine.

Yes that's metagaming alright. It depends on a lot. In that sanction, the guy made an oorp attack. And it seems that his attack was made after he was destroyed by the Junker he attacked, when he flew as a Zoner just beforehand. Re-engaging with any of your ships within the 2 hrs is against the rules. Re-engaging in ways that make no sense, is even worse. This would be like if a LN ship destroys you when you're a pirate, then you go log your BAF ship to destroy the LN ship.
If your transport was pirated, and you pay or escape, you could probably relog as a character that would have the ability to go after that pirate. Meaning, not a freelancer or bounty hunter (unless you put a bounty on him right away), but as a police or navy character. If you didn't die, even though its metagaming, it may not be oorp and its not 're-engaging' since you either survived, or docked as a transport which is except from the docking rule. At that point, the admins look at what's happened and if you simply used the nearest ship you had to get revenge, or if you cleverly used a ship that makes sense to use to go RP properly and then, yes, get revenge.
If you died however, and jump over to another ship, to get revenge (especially without giving thought to what ship you're using and if it would make sense), you will get in trouble.
Safest thing to do, is be patient. Revenge is a dish best served cold. Revenge can and should be settled inrp here. Thats why there are bounty hunters in the first place. They want people to use them to get revenge. It generates activity and gives people something to do. I believe as well you can place a bounty on them, and then go hunt them down yourself as a FL or BH (2 hr wait depends on if you died). The bounty simply means they're fair game.

If another ship conveniently shows up minutes after the other is killed, get screenshots. If you think they re-engaged, just file a report. The admins will be able to tell if the ships were on the same account(s).
I had OC Battleship engage me and my colleague for trying to pirate his DSE Mastadon with Platinum Ore. That Battleship didn't survive thanks to Unnatural Disaster....
Or you could just chill and leave screenshot button in peace. That's one option to have more gametime and keep time in "Violation Reports & Player Requests" minimal.
