In the spirit of full disclosure, there have been several Buro sanctioned forays into Kusari space - all of which involve Logistics Vessel Hofvarpnir, a Buro registered Uruz class armored cargo ship, and the occasional escort. Any vessels found with MND papers within Kusari space, outside of the Hofvarpnir and any escorts found in the immediate vicinity of the Hofvarpnir are not sanctioned Buro operatives.
As part of the Rheinland-Kusari economic pact, the Hofvarpnir was commissioned to ship specialty hull plating from Alster Shipyard in Hamburg for use on Yokohama Shipyard in New Tokyo, and to return with Optical Chips from Shinagawa Station back to Alster for use in several special projects. Naturally, given the sensitive nature of the special projects that require the use of secure Optical Chips, corporate hauling vessels were deemed insufficiently secure for transport.

We would like to invite a Kempeitai liaison officer to hold an office within our headquarters on Schatten Research Facility the spirit of cooperation to serve as both a consultant and a Kempeitai representative regarding matters of this nature with diplomatic security clearance to observe and report back to your offices.

As for the economic pact, the current Territorial Police department is unaware of the prior agreements between Section 9's predecessors, the Kusari Government, and Rheinland. Once matters can be collated then we can see to renewing the Buro's operating permits within Kusari space.
