Is it common knowledge as to how these pieces of equipment are made, or are they a more or less like a secret recipe?

Seeing as there was no well developed lore as to how they came to be in the market, as well to the fact that everyone and their grandmas is producing them, I doubt you can uphold a "it's a state of the art military equipment created by secret labs" anymore.

Houses might still try to monopolize production and ownership, but with a reduced effect, in my opinion.

ooRP everyone is building cloaks and is aware of them, but I believe inRP only Military factions and/or scientific corporation should be aware of how they should build it. Others like Pirates, Civilians would get those devices from the Blackmarket but for them inRP they would cost a lot more. So I believe, Pirates could be aware of how to make those devices, as they could buy the blueprints for them on the blackmarket or bribe a sciencist to send them w/e there are hundred possibilities to get inRP aware of how to build this stuff.

Honestly? Jumpdrives are common knowledge since Sol war. Even the basic form of faster than light transportation should be available to Hispanics. Humans used sleeper ship tech and later on came up with improved designs to re-establish communication and colonize new worlds. Colonists had to pass through this void somehow, and they did prior to discovery of jumpholes and development of gates.

Cloaks on other hand, are decisively nomad tech in a way they are run here but we have to make distinction in lore. They were present in Starlancer yet their sudden lack in the sequel: Freelancer points out that there may have been fatal flaw in the design that was countered since then. Perhaps more advanced heat/radar seeking capabilities rendered them tactically useless.

Now, we enter modern FL when they tried to master art of true invisbility. It can be achieved by human means yet, we lack the technology to streamline the energy consumption/generation/capacity to make them viable. Rumor during vanilia campaign mentioned that it took 10 dreadnought power cores to hide a single dreadnought. Nomad innovations made it possible to use regular fuel but those are far from common use. They should've stayed in the realm of intelligence faction's domain and perhaps corporate testbed ships for later military application.

well, usually, Base owners ask the governments for base permissions. So, a good RP course would be that the Govt doesnt tell them what exactly the material is. Honestly, InRP, none of the house civilian populations are supposed to know of the Nommies, but there could always be one or two whistleblowers.

so how do cloaks and etc. count in relation to IDs with lines regarding blowing up ships with nomad gear?

Cloaks are generally NOT counted as nomtech. they are generic tech, and are counted as such under server rules, I think.
