My name is Frank Modine, I used to be a cop but now I'm freelancing. From my time in the force I know all too well about the Junkers and the filth they bring to Liberty, and what kinds of people they let dock at their bases. They are the root of corruption. I'm putting that knowledge to good use where the LPI fell short, taking out Junkers one by one for a wealthy private benefactor. I know your organization share our view on Junkers, and here's where I'd like to make a request.
So far I've avoided the law, but it's only a matter of time before I am a wanted man. The Junkers' influence runs deep, and they are very numerous in Liberty. It makes my job... difficult. I need bases to restock at, so I'm asking for docking rights at your installations. I'll stay to myself, keep my nose out of your business and pay for food, fuel and repairs. I'll also of course be available for hire at a discount rate, but for the time being I am trying my best to stay discrete. I'm not shooting Liberty servicemen or cops until I have to.

Now ya say ya shoot Junkers, an we gotta give ya a pat on the back fer that man, ain't many things we like more then shootin' them Junkers. Me an the boys figure'd it'd be alright if ya'll hung 'round, so long as ya agreed to a couple of things.
Ya can shoot all the Junkers ya want, hell ya can even shoot them LPI boys for all we care, but you ain't gonna be shootin' no navy boys. Now I know sometimes ya ain't got a choice, but them boys keep them Rheinland boys at bay. So long as ya ain't shootin' them, yer good with us. Now don't think that means ya can come flyin' into Alabama, ya still ain't allowed there, but yer good for everywhere else.
