Sorry that's not possible at the moment. A single HF can camp the jump hole that the pirate will use in order to enter Vespucci or the Freelancer station.
Giving ore fields into a homeworld is something that no dev had ever done so and with good reasons. Time will prove me right.
If Ravager will be moved like I suggested, thus making the Magellan hole also opened up for pirates, it will allow 3 access points into the system, all from which a pirate can enter. If you have 3 HF ships, each guarding each hole, while you mine - I think you have "earned" your safe mining.
Also, I didn't see hordes of people complaining about Nagano or Humboldt or even Okinawa, for example. Even though that after the restructure of Vespucci the two will be quite similar.
In fact, coming to think about it, Humboldt and Vespucci in that manner will be identical, as Humboldt has 3 access points - Kansas, Puerto Rico and Vespucci, and only 1 NPC base - Rogue base.
So yeah, how is it any different from that?
You honestly can't see the difference?? There is a huge difference between an indy system like Humboldt and a Home system like Vespucci. It's not a matter of how many jumpholes there are it's a matter of who controls it. Vespucci is a home system controlled by HF, that means limited access to the system.
