Alec, you are saying this effects your other games as well. It dosn't matter that they can recover afterwords if it is still affecting them too.
It seriously sounds like you have a router that is choking itself every 10 or however many minutes. Do you use a wireless router, or is your computer connected via a hard line?
If it does turn out to be the router, a very easy way to check would be to plug your computer directly into your modem and see if that solves the issue. If so, then just buy a new router. If it does not, then the trouble may be the modem itself.

Have you played any other FL mods outside of Neo Terra when it was running off of a potato in my room briefly? I'm pretty sure the issue is the server like Alley said.

I'll try that. Yesterday, I tried playing Disco with at my workplace, it worked perfectly. Then again, I haven't had any player interactions, so I've yet to test the issue with many people being cramped at one place, which has been an issue for years now.

Maybe. I haven't actually played anything but NT, but there was this problem which led me to conclude that it was a local problem for me. It was when I took part in a Texas raid and everyone seemed to be fighting and dying well when I was suffering under a 95% lag.
