As you can probably imagine, I am contacting you today in relation to the restricted goods licensing regime that was enforced towards the end of last year. Regrettably, we have been chasing Daunmann for a recommendation of trustworthiness for the last 2 months, but have met only silence. Given the possibility of an issue on their end, I feel Bowex can no longer delay in seeking permission directly from the licensing authority. As a stop gap measure, we have been purchasing essential military supplies from foreign markets, but we have always appreciated Rheinland's custom and craftsmanship and would preferentially like to see a return to the centuries long status quo. As one of Rheinland's single largest exporters of these goods, we fear excluding us from the market could well yield catastrophic economic results.
We would ask for a reinstatement of permissions for the below appended list of goods:
Armaments
Military Vehicles
Munitions
Nuclear Devices
Plutonium
Side Arms
In addition to these strategically vital goods, I have also been asked to make enquiries as to the possibility of an endorsement for the movement of Blue Jillies. While they are not a cargo Bowex transports regularly move - having far more pressing priorities elsewhere - we do periodically receive commissions to source small quantities of them for the Bretonian domestic market. As you likely know, Bretonia produces all of its own food conventionally via Cambridge, resulting in much popular sentiment expressed for those farmers who continue to operate lawfully in spite of pressure from the barbaric LWB to take up criminal methods.
Regardless of the outcome of this last request, we feel the issuing of this license would represent a renewing of the bond of friendship that exists between Rheinland and Bretonia, and the securing of exports (and your taxbase) to our vital market for many years to come. I must also stress once again that Bowex has relished the opportunity for cooperation with the RFP in the past, and your own contribution in rendering the Canary Wharf Base Defence Seminar a roaring success was massively appreciated. First, let me apologize for delayed reply, unfortunately administrative department is currently overwhelmed with various requests and other tasks.
Now to your message. Borderworld Exports has long history in Rheinland without any troubles with laws, at least what I remember. We see no reason you should not receive license for transport of requested commodities. However, the regulations for issuing the license changed recently as you can see hier:

Recommendation of trustworthiness serves as an evidence that applicant is acting in accordance with the interests of Bundesrepublik Rheinland and support it enough to be considered trustworthy. This condition replaces usual security clearance which is necessary due to nature of the restricted cargo and its possible abuse, however it does not mean that the license will be granted automatically. Final decision is up to federal polizei representative.
As you can see, RFP serves as authority which can review the decision mady by authority of first call, which in case of some commodities is Daumann Heavy Constructions. But to do that, we would like to see your communication with them to know the reason for which they didn´t issue the recommendation of trustworthiness. Also, regarding requsted permission to transport plutonium, you will need recommendation from ALG what applies as well to nuclear devices, where is however also option of asking Kruger Mineralien.
However, we understand you followed previous regulation which required recommendation of trustworthiness from only one corporation. Due to your reputation, we feel that it is not appropriate to halt all your export of Rheinland-made goods just because regulations change and the corporation you asked by laws is not responding according to your words.
For this reason, we decided to solve situation by issuing temporary three months restricted cargo license for transport of armaments, blue jillies, military vehicles, munitions, nuclear devices and side arms to Bretonia. This period should provide you enough time to obtain necessary recommendations of trustworthiness from respective parties. In case there will be troubles, we may issue another temporary license at the end of the period, or issue the recommendation ourself as per new regulations.
