Anyway back on topic, I think I've managed to link in all the capital planets to the routes now I'm working on creating a route between them which is far trickier than I imagined.

I wonder why anyone needs to have an official faction to try and outline a constructive development idea, regardless of anything. But I suppose that is why some things got where they are.

What @Croft was trying to get to is the fact that Junkers could dock on so many places and buy so many things, devs probably cut back on it. but since noble @Impyness is here, ask him, after all one of the two factions he leads is Junker Marauders ...
Also, as you can see here : http://imgur.com/a/5jw0B , the independent Junker ID along with the two official faction IDs have a generic rephack of -0.33 max , so it'd be wiser to try and knock on admins/devs door.
I see Planet Baden Baden, Luxury Liner Mackinac, Planet Curacao, Luxury Liner Shetland has 0.9 reputation requirement to buy Passengers.
Luxury Liner Hawaii has 0.9 for Tourists.
It is certainly not OSC's doing. Xoria is trade dev. There are some more inconvenient reputation requirement for other commodities. So the case is not isolated to OSC's primary commodities.

It might be to remove the possibility of ridiculously ooRP combinations, like a DSE Bison flying passengers from Baden-Baden. Which I've seen quite a few times. Than again, it has it's downsides too. Although I wonder why Junkers would want to ship people around in the first place.
Back on topic, this could also be fixed or modified as well after the whole network gets a little easier to maintain.
I also noticed that it is very hard to buy passenger in Mackinac now. Tried to get some on my knf I'd transport for some rp purposes, but even after getting a bribe on the spot it still refused to hand them out.
(As an aside, maybe planet Tomioka need a refugees /evacuees commodity to tale people back to secure Republican space.)
I vaguely remember reading something that said only OS&C ID'd players could buy passengers from the OS&C bases, I could be completely wrong on that one however.
It might be worth asking for evacuees as a special commodity, or even as an event depending on how you want to swing it. Refugees might be tough to work with as Tomioka, quite ironically, has a buy point for them from Leeds with no connection to any other Kusari planet other than Miura. If you want something a bit quicker there's always passengers_ga which are sold primarily on prisons, however the price would be a rather unappealing 1202 per unit due to Fuchu's proximity to New Tokyo.

Devs cutting back on passengers for Junkers while they sell Pigrim Liners at their own bases,
not just any liner; the oldest Liner. Seems a bit backward doesn't it.
We can have Liners but not the product?

Manhattan sells Vacationers, buys Tourists
New Berlin sells Tourists, buys passengers_br
New Tokyo sells passengers_br, buys Passengers
New London sells Passengers, buys Vacationers
Vacationers removed from:
Stuttgart, Holstein, Houston, Pittsburgh, Los Angeles,, New Tokyo, New London and Cambridge.
I'm trading quantity for quality here but it comes at a cost, the inbound connections to the planets must be different to the other bases otherwise they'll just become a lesser version. Let me know what you guys think.
Addendum: Could potentially connect VIP's to London, Passengers to Berlin, passengers_ku to Manhattan and passengers_rh to New Tokyo.
Had a look at Gallia for a prospective rework and all I can say is no thank you, I would honestly prefer to start from scratch with that entire area than try to decode its routes within routes.
