Good evening ladies and gentlemen of the Board,
It has been quite some time since our last corrospondence and Director Teshurr's stay aboard the Jewel, whom I hope is in good health, which I am to understand led to a prosperous outcome for yourselves and the Commonwealth of Liberty.
Today I wish to propose an offer that will lead to greater prosperity for both of us and further cement the bonds of trust that have served us well these long years.
As you may well have seen, Orbital Spa and Cruise recently launched two new vessels onto the open market, the Taurus Shuttle and Dorado Ferry both of which have enjoyed enormous popularity that far exceeded our predictions. Those ships were phase one of what we've named Project Stargazer and using their demand we wish to expand to the final phase of the project, the production of two specialist liners for the open market and one OSC exclusive superliner.
Naturally this has brought us to you, for years we have entrusted you with the wellbeing of our staff and customers when constructing the famous Enterprise liner, a trust that has not once been misplaced and one we wish to repay.
To wit;
OSC would like to propose the addition of a shipyard to DSE's Toronto Station in the Ontario system in order to exclusively produce three new vessels: the Pegasus passenger liner, the Gemini luxury liner and the Andromeda superliner. See attached holo blueprints for details.
Naturally DSE would receive a percentage of each ship sale with the exception of the Andromeda which would be only accessable to and paid in full by OSC. We are currently in the process of securing funding and are prepared to invest fully in the shipyards construction and operating costs or if prefered, to become equal partners with DSE in this project.

Mr Teshurr is well, he's currently somewhere. We believe he's on a diplomatic mission for us but to him that means any where there's gin, women and cheap cigars. I know they're cheap, I get his credit card bill sent directly to my desk.
There isn't often a deal as extravagant as this comes my way, nor had it in my fathers time. And for that I must ask you to allow me some time to bring together a Board meeting to discuss this. With out saying much, Toronto is currently in a position where the warehouse sections and the docking bays are starting look empty now that the major projects in the area are all but complete.
This has a real high possibility to work in both our favors, but I will need to come back to you with an appropriate response.
Allow us a day to discuss and develop a plan we can offer to show you how we can manage it. If you find it favorable then we can begin the necessary proceedings.

I apologize about the delay, the board at Doe Industries went to lengths discussing this proposal which involved a lot of expensive conferences.
I first like to congratulate you on the design features these superb new vessels have, a sure cry from the ruggedness of the old Liner let alone the Bison's we produce. As is such that our designs are of a less classier nature, we do solemnly believe a new ship building facility solely designed and built to manufacture your ships is the best possible option. As the projects in the immediate vicinity of Ontario are slowing down, we have ample space and resources available to modify and develop Toronto Station to facilitate the new shipyards.
Now the one thing we spent a large amount of time discussing is how this proposition will work out, who owns what, eccetera. As Toronto is Deep Space Engineering's Headquarters, we will retain ownership of the proposed shipyards and general manufacturing equipment. Specialty machinery for interior designing will have to be up to Orbital Spa and Cruise unless they are willing to invest into Deep Space Engineering to build the equipment to specification.
Now I will also need to clarify the percentage you are offering us for each sale. Is this percentage of profit or total cost? As it will require Deep Space Engineering to invest a cost to build these ships, mainly materials, I need to understand what this profit share refers too.

Think no more of it Mr Doe,
I'm delighted to hear that the DSE board is receptive of our proposal, now down to brass tacks as it were.
As full ownership of the proposed shipyard would be in DSE hands I believe 30% of the profits after costs is a fair amount per sale, this is assuming a joint investment of 50/50 in the shipyards construction. This deal will of course last for the entire lifetime of the new liners which given the Enterprise's longevity should net us both a healthy return.
In regards to the interior design machinery, my R&D department assures me the machines currently used to outfit the Enterprise are quite sufficent for the new vessels which we will happily pay to be replicated for Toronto. Hopefully this should elimate costly new training for interior fitters and allow DSE's superb staff to continue their high standards with minimal interuption.
The last remaining issue to be nailed down is the price of the project, what would be the estimated cost to make this plan a reality?

My name is Rick Mortar, the newly appointed Head of the Research, Development and Engineering Division (or RDE for short) within DSE.
I'm authorized by the Vice President, John Vincetti to inform you that we have not forgotten about your request, and how far we are into talks.
While I have not officially taken over this case, I will be shortly. Which is the main reason this case has been unanswered for the past few weeks.
However... Till myself and Jack have time to actually sit down and come up with a detailed plan for costs and materials, We're at a halt.
Please give us a minimum of atleast a week, to solidify and respond with an appropriate list of materials and prices.

Please, take all the time that you need. As you may have read in the news two of our liners recently came under fire by Coalition forces within the Zoner system of Omega 49 and well into Bretonian space. Whilst no one was seriously injured during this melee, it has impacted our tours throughout the Omega cluster and my staff is up in arms over the incident particularly the SCRA's use of a warship against civilians. One of my security staff has even suggested we buy our own! Utterly proposterous.
So again, take as much time as you need and hopefully this headache will be dealt with by then.

We've worked out an estimated price for the shipyard itself, however the prices of the ships will be sorted out after the successful completion of the shipyard.
I'm also happy to say that construction can begin within 3 months from now, if time is of the importance.

While we are in no great rush at this stage, the blueprints are still to be finalized, I am a firm believer of 'making hay while the sun shines' so ideally construction should begin at the earliest that planning and resources will allow. Naturally as the experts in the field I will defer to your wisdom on the matter and agree on three months.
As for finances, I also agree that prices of said ships should be left until such a time as they can be produced though the cost of the shipyard itself and how it will be divided is another story entirely, one my head of accounting was only kind enough to remind me of last week. Perhaps now is a good time to hammer out how exactly we are going to split the bill?

We appreciate the need to begin construction at earliest convenience and as such we have started stripping the lower floors of Toronto in preparation for this build.
Our finance team has enlightened me that we are able to justify covering the costs of labour and construction if Orbital are able to foot the bill for materials and permits.
