If he disappears for a length of time, somewhere in the region of 2 months (this gives time for him to re-appear), the Faction can put in a Player's/Faction Request for the Faction to be handed to someone else.
If we see, as we did with the previous incarnation of Samura, a plethora of differing claims, after a Faction Leader has disappeared with no handover, then we have no problem in making the Faction Unofficial.
2i/cs, as designated by the Leader, are the caretakers in the absence of the Leader. He can not be replaced until the Leader says so.

I can safely say I am never going to read this in it's current form. You seem to have forgotten to implement proper line breaks. I have a widescreen monitor and these walls of text are just an eye sore - god knows how someone with a smaller resolution is viewing this. If you want other people to read I would suggest splitting these chunks into smaller sections of three-five paragraphs long; depending on the size.

Much of the Unioners imported income comes from the fabrication of ships for foreign agencies (even if they are despised). It is generally accepted that if you can give the Unioners a ship design, something that they desire, and the materials to build it with, they will build you anything.

I do not know what resolution you are running, but I assume from this it must be 4000 wide.
