This is a roleplay server and we expect you to immerse yourself in what is happening. And if you want us to take into account the recent feedback of wanting these events to be longer and have much more serious outcomes and actual sway in the server environment, please show us that it is worth it.
To be honest, when people don't want to shoot the other and the others don't want to shoot them, for whatever reasons that moment, that's not up to you as Admins to decide whether this is acceptable RP or not. They've not broken the rules, nor the lines of their IDs, which in return makes this of no concern to the Admin team. Don't impose yourself as something you're not supposed to be.
True enough, but at the same time is that I need to view at this tendency from an event organization point of view. If the choice not to shoot others is the result of people not wanting to lose their goodies, I will need to reconsider the whole system. Because if the goal of events is breed activity and instead the result is stifling roleplay because the moment everyone is done - they try to flee just to get their data and whatnot to safety, it is a slight issue.

That's actually how Event'ler are supposed to do their job. The fact that it overlaps in Disco with Admin-powers is something we can bring down to the team not wanting to create a separate wing, called Event-Team, to do this but instead wish for those involved to also hang themselves into actual Admin work. When it crosses each areas it becomes a problem.
Eventing requires admin-level access to the server, if you haven't figured that one out yet.

And as it stands scientific data and other event commodities are so rare and useful that they hold more value than destroying the infinite (just press NEW PLAYER) ships of your enemies. People will always prefer to flee rather than risk losing their scientific data. And they'll always try and find an excuse to do so. Would you spend 40 minutes shooting overpowered NPCs just to lose your reward in the end because the enemies picked you as first target? I know I wouldn't.
If Scientific Data wasn't as rare and dangerous to gather then people would've been more willing to risk it.
